Introduction
About the NGO Coordination Support Office:
The earthquake of 12 January 2010 in Haiti has resulted in humanitarian aid
being provided by a wide range of individuals, countries (their militaries
and civil protection units), and organizations. ICVA and InterAction have
set up an NGO coordination support office (NSCO) to add value to the work of
the broader humanitarian community and particularly NGOs – local, national,
and international, including community based organizations. The support
office is meant to make the work of NGOs easier and is adapting in a manner
that prevents duplication with other existing functions, mechanisms, or
positions, particularly agency-specific staff and systems being developed by
NGOs themselves. The NCSO is ensuring linkages with existing mechanisms,
including outside of the country.
Fonctions
Responsibilities:
The NGO Outreach Officer for Haitian Institutions will be primarily
responsible for advancing the NCSO relationship with Haitian NGOs and that
of I-NGOs with GoH, especially any/all entities relating to NGO
coordination. The NGO Outreach Officer for Haitian Institutions will:
1. Lead the development of an overall vision of NCSO relationship
(including relationship of wider international NGOs and UN apparatus and in
consultation with the NGO Liaison Officer for Humanitarian Coordination)
with all relevant Haitian institutions including government and civil
society, to include Haitian NGOs in consultations with the NSCO Director and
NGOs.
2. Conduct extensive and intensive consultations and discussions to
understand Haitian NGO attitudes, concerns and interest in collaborating
with international humanitarian institutions and international NGOs, as well
as their interest in and effective access to governmental institutions.
3. Develop and maintain a current and accurate Excel data base of Haitian
NGO actors.
4. Work in close consultation with Haitian NGOs to identify and realize
an in-town Coordination Support Office, including to get input on location
of office, configuration, and operation. Work with landlords and other
individuals as necessary, with support of Director NCSO, to realize in-town
office.
5. Serve as NGO liaison with government entities that will accept staff
member, and which have communication with I-NGOs, such as the Ministry of
Planning.
6. Provide liaison support, working closely with such Haitian state
officials, and with NGOs, to facilitate communication and help arrive at
practical solutions where possible.
7. Ensure that a system is in place to facilitate access – both physical
and practical -- of Haitian NGO actors to UN Log Base and related locations,
addressing their needs/concerns related to access and understanding, such as
language or other issues.
8. Work in consultation with Haitian NGOs to help recruit members to
serve on NGO Coordination Support Office Steering Committee.
9. Provide written/oral translation between Creole, French and English,
as necessary.
10. Perform other duties required by the mission, as directed.
Qualifications réquises
Candidate Requirements/Qualifications:
1. BA/BS, preferably in a relevant area, e.g.: international relations
or economics.
2. 4 years experience working with NGOs in Haiti. Experience with both
International and Haitian NGOs a plus.
3. Ability to speak and write in English, French and Creole.
4. Ability to objectively and fairly represent the views of the wider NGO
community.
5. Computer proficiency with Microsoft office, particularly Excel or
other spreadsheet program.
6. Quantitative skills and attention to detail and accuracy.
7. Good interpersonal skills and judgment.
8. Time Commitment: two month contract, with the possibility to extend.
