Introduction

On January 12, 2010, the poorest country in the western Hemisphere was rocked by its strongest earthquake in 200 years; the impact on Haitian lives and livelihoods is staggering. CRS’ response to the earthquake includes a variety of health-related projects focused on ensuring access to quality health and HIV care, while also strengthening the health system and reinforcing the Catholic Health Network. The Supply Chain Officer will support the AIDSRelief Pharmaceutical Management Specialist to ensure that partner hospitals have efficient pharmaceutical management, notably that supply chain management systems in place, and that stock outs are minimized. The Supply Chain Officer will place emphasis on supporting partner hospitals that are new to the CRS network or have increased supply chain management needs as a result of emergency response programming.


Fonctions

Specific Responsibilities:
Support the AIDSRelief Pharmaceutical Management Specialist to ensure partner hospitals receive medications in the quantities they require at the time needed:
1. Work with the Procurement Officer to ensure that needed pharmaceuticals and medical supplies are procured and delivered in the required quantities when needed.

2. Provide targeted support to new partner hospitals, including St Francois de Sales, in supply chain management, including forecasting, procurement, inventory management, use, and reporting:
a. With other key staff, organize assessments to each hospital to identify their needs in terms of support in supply chain management
b. Develop capacity building plans
c. Schedule trainings and supportive supervision visits to ensure the plans are implemented
d. Participate as a member of training teams to train partner hospitals in key themes based on assessments (for example rational use, treatment adherence, inventory management, etc).
e. Provide periodic site-visits as necessary to support and assist the hospitals with supply chain management

3. Provide guidance to ensure that procurement of drugs and overall pharmaceutical management procedures follow Ministry of Health guidelines for drug management protocols and are compliant with all regulatory requirements:
a. In conjunction with the Pharmaceutical Management Specialist, document relevant Ministry of Health Guidelines and Protocols for Pharmaceutical Management and Procurement in Haiti
b. Ensure that the programs adhere to these guidelines and protocols
c. Work with hospital supply chain staff to ensure they understand and follow relevant guidelines and protocols.

4. With the Pharmaceutical Management Specialist, work to develop, strengthen and integrate ARV supply system with LPTF overall pharmaceutical management systems.

5. Ensure that sufficient up-to-date information about pharmaceutical and supply chain management is available to decision makers:
a. Collect and synthesize data & information related drugs use at LPTFs and partner hospitals as an input into forecasting future needs;
b. Transmit relevant data to the CTCT, for further dissemination to respective government departments, USG team and PEPFAR partners.
c. Contribute to periodic reports, as needed.

6. Other duties as assigned.


Qualifications réquises

? Bachelor’s degree in Pharmacy or related field. Post graduate training in Public Health and/or Management would be an added advantage;
? At least 3 years experience in pharmaceutical supply management at a reputable and sizeable institution;
? Experience in or ability to develop and deliver training programs;
? Good analytical and quantitative skills;
? An effective communicator – oral and written fluency in French and strong English skills a must;
? Excellent team player: proven experience in multi-agency coordination.
? Strong interpersonal and public relations skills.
? Willingness to travel extensively in Haiti.
? Computer literate: MS Office Word, Excel, Outlook and database
