Fonctions

Overall on-going management responsibility for the program delivery aspect of SC’s Emergency Operations in Haiti.
S/he reports to the Country Director, post acute emergency.
Oversee Field Managers in Leogane, Jacmel, Port-au-Prince and other locations.
Oversee all logistical operations in the Country Office.
Oversee Information and Communication Technology throughout the CO.
Oversee all procurement operations, ensuring compliance with relevant procedures and regulations.
Oversee hiring of properties and premises as required, ensuring that contracts, leases and other agreements are properly prepared and updated, include fair and reasonable commitments from service vendors; comply with relevant laws and regulations.
Ensure that Standard Operating Procedures are strictly followed and adhered to by all concerned regarding all procurements.
Liaise with relevant program staff and oversee development of timely and sound proposals and budget development.
Liaise with HR, Administration & sector heads to ensure fair and effective staff recruitment and management.
Ensure that the vehicle fleet meets the needs of the offices throughout the country; oversee all ordering & purchasing, supply chain management, transport & importation, warehousing & data reporting.
Ensure internal & external communications systems function effectively.
Coordinate with relevant departments and ensure that Team Leader & Country Director are well informed of operational issues. Serve as member of Senior Management Team.


Qualifications réquises

7 years experience in operations, logistics, procurement, and/or grant management, including budget holding & donor reporting.
At least 5 years substantial experience managing finance, human resources and logistics in international programs with an humanitarian organization within an emergency environment.
Experience working with NGO partners and a participatory approach.
Experience managing USG funded projects including experience with other key emergency donors such as ECHO, DFID and UN agencies.
Basic knowledge in food and non-food items management.
Knowledge of Sphere Manual and UN Convention on the Rights of the Child and other National/International Best Practices in Emergencies.
Fluent English; French and/or Haitian Creole strongly preferred.
Familiarity with government of Haiti’s regulatory agencies and other relevant departments preferred.
