Introduction

On January 12, 2010, Haiti was rocked by its strongest earthquake in 200 years; Damage to buildings and infrastructure is widespread and severe.

Prior to the earthquake, Hôpital St Francois de Sales (HSFS) was a CRS-partner hospital, serving as a Local Partner Treatment Facility (LPTF) under the AIDSRelief project. The hospital was established in 1881 by the Association Les Dames de Saint François de Sales through the Port-au-Prince Achdiocese to serve the poor and to act as a reference hospital for the country’s Catholic health network; more recently, the hospital has become the university teaching hospital for the University of Notre Dame of Haiti. The 117-bed hospital employed approximately 600 personnel (medical doctors, nurses, nurse assistant, technicians, and administrative and support staff) in outpatient and community wards.

Seventy percent of the hospital was destroyed in the earthquake, including its maternity, pediatric, and general inpatient wards. Only portions of the surgical unit and the outpatient unit were spared. Approximately seventy staff and patients were killed. Because of the existing relationship with HSFS, CRS and the University of Maryland put together an emergency medical response that greatly increased the hospital’s capacity to treat sick and injured people. Since late January, trauma surgery teams from Baltimore have worked at HSFS on a rotating basis, one to two weeks per team. To date, more than 100 doctors, nurses, operating room technicians, infectious disease specialists and other medical staff from the University of Maryland have traveled to Haiti to assist in this effort. They have treated more than 20,000 patients in tent wards.

It is now necessary that this collapsed five-story hospital building and auxiliary buildings be removed and rebuilt as soon as it is feasible. During this time of rebuilding, health services to Haitians will need to continue. Therefore the hospital will be temporarily relocated elsewhere for up to approximately one year’s time. The land for the temporary relocation site has been identified and approved at the Grand Seminaire de Notre Dame de Cazeau.

The temporary site will contain approximately 50 tents (specific for hospital usage), 2 large compartments and 3 covered open areas (kitchen/dining area, reception/triage and rehabilitation facilities). The new site will have facilities and beds for an estimated 120 patients for pediatric, labor and delivery, newborn, medical surgical (adults) and operating room units (including pre and post operative). In addition to this, 160 beds will be available for people rehabilitating and in need of physical and/or occupational therapy. There will be space for the hospital personnel, a laboratory, radiology, a pharmacy, storage, an HIV testing area and more.

A Relocation Coordinator is sought to oversee the relocation of the hospital to the temporary site, ensuring that the process is as smooth as possible and that there are no negative impacts on patient care.


Fonctions





1. Project Management



a. Coordinate activities of various project components (University of Maryland teams, CRS departments and St. Francois Hospital de Sales (HSFS)) to ensure synergy to include site design and systems descriptions. The final site design will include:



• Design of Facilities, Tent arrangement and management



• Plans for Power source (electricity); Water & Drainage system; Sanitation / Solid Waste; Security ; Entrance, Parking, and Exit locations; Risk Analysis – Environmental Assessment







b. Develop and update work plans, other lists and tools to monitor progress of activities.







c. Develop agreements, contracts, memoranda of understanding, and other necessary documentation with partners and subcontractors to ensure the smooth operations of the project.







d. Develop administrative tools in accordance to best management practices.







2. Coordinate procurement of necessary hospital furniture, supplies & equipment







3. Actively seek out partners and potential sources of in-kind and cash funding. Represent CRS Haiti to solicit additional in-kind and cash donations for the hospital relocation.







4. Plan and execute the logistics for the hospital move to the relocation site.







5. Manage the project’s budget:



a. Ensure quality budget management and respect of the project’s budget.



b. Ensure respect for donor financial requirements.



c. Collaborate, as needed, with the CRS finance department.



d. Track and analyze expenditures by line item; anticipate and address realignment needs in collaboration with relevant donors.



e. In conjunction with relevant team members, develop appropriate partner budgets.



f. Review advance requests from partners to ensure they are in line with budgets.



g. Coordinate appropriate financial management support to partners: ensure the CRS Financial Policies Manual is respected; assist in the conception and implementation of a sound financial system in the hospital; identify areas where additional support is needed, and coordinate any such support.



h. Provide requested information to internal and external auditors, as needed; ensure audit recommendations are addressed and closed in a timely manner.




Qualifications réquises

1. Professional degree to include engineering, logistics, health or other related field.
2. Two to three years previous work-related skill, knowledge, and experience in logistics, procurement or other relevant program management role
3. Strong diplomatic an interpersonal skills.
4. Excellent organization and attention to detail skills
5. Strong communications (verbal and written) abilities
6. Ability to work independently, but also coordinate effectively as part of a team.
7. Ability to provide support to a multi-cultural team with a high level of respect for local culture.
8. Strong analytical, organizational and resource management skills.
9. Strong computer skills (MS Word, Excel, Outlook and Power Point).
10. Ability and willingness to work and live in a diverse and challenging environment.
