Introduction




Plan, one of the world’s largest children’s NGOs, has worked in Haiti for 37 years with children, young people and communities. Following the 12th January earthquake, Plan Haiti is now implementing a major emergency response and recovery programme in three programme areas – Croix de Bouquets, Jacmel and the North East department.






Fonctions

OVERALL RESPONSIBILITY

Reporting to the Earthquake Response Program Manager, the Senior Education Program Manager leads Plan Haiti’s Education Program. This Program, which includes ECCD projects, forms part of Plan Haiti’s overall response to the Haiti earthquake of January 2010. He/she ensures that all aspects of the Program are designed, implemented, monitored and evaluated in line with Plan’s rights-based Child Centered Community Development approach and with best practices in the sector.

KEY AREAS OF RESPONSIBILITY

• Ensure on-going analysis of the education situation of children and young people in communities affected by the earthquake
• Update Program plans and designs and ensuring quality and timely implementation
• Monitor Program activities, and ensure evaluation
• Line manage, supervise and mentor Program staff, and support recruitment
• Manage and supervise relationships with Plan-funded partners, contractors and consultants
• Have oversight of Program budgets and expenditures
• Represent Plan Haiti on education issues at national and regional levels
• Liaise, negotiate and build alliances and partnerships with governmental bodies and other agencies involved in education
• Prepare periodic and progress reports on a timely basis for Plan itself, for donors, for Haitian authorities and for coordinating bodies
• Ensure integration of education interventions with other Plan interventions and operations for children, young people and families: notably nutrition, water and environmental sanitation, sexual and reproductive health and gender-based violence and promotion of children’s rights to protection and participation
• Capacity building of key Plan and partner staff on education management, especially education in emergencies
• Assist with development of grants proposals
• Contribute to Plan’s overall strategy and operations in Haiti


Qualifications réquises

REQUIRED SKILLS, QUALIFICATIONS AND EXPERIENCE

• Postgraduate degree in education or demonstrated equivalent
• Minimum of five years professional experience in education programs in developing countries
• Senior experience in education program management in developing countries, including program design, implementation and evaluation, representation and staff and resource management
• Experience in emergency education programs and demonstrated knowledge of INEE minimum standards
• Familiarity with qualitative and quantitative research methodologies and the development of data collection systems and EMIS an advantage
• Proven skills in capacity building of local staff and partners
• Demonstrated skills in networking and facilitation
• Commitment to human rights based approaches to development, including commitment to gender equity and to the rights of the child
• Fluent English and at least a strong working knowledge of spoken and written French essential
• Creole an advantage
• Experience in multi-donor funding environment an advantage
• Proven ability to work effectively and successfully in a cross-cultural context
• Ability to work under pressure, and to live and work in difficult conditions
• Available to travel and stay extensively throughout Haiti
