Fonctions

OVERALL RESPONSIBILITY

Reporting to the Senior Education Program Manager, the ECCD Projects Manager leads the ECCD element of Plan Haiti’s Education Program, forming part of Plan Haiti’s overall response to the Haiti earthquake of January 2010. He/she ensures that all ECCD aspects of the Program are designed, implemented, monitored and evaluated in line with Plan’s Child Centered Community Development approach and with best practices in the sector.

KEY AREAS OF RESPONSIBILITY

• On-going analysis of the situation of very young children, especially in areas and social groups affected by the earthquake
• Update intervention plans and designs, notably for home- and community-based ECCD, and ensure quality and timely implementation
• Identify locations for further ECCD centers and for home and community-based ECCD activities
• Identify needs for materials and supplies for ECCD centers and home- and community-based activities, and follow-up on procurement and distribution
• Coordinate ECCD training programs in partnership with local government and non-governmental organizations.
• Liaise with Plan health and nutrition colleagues and local partners to ensure the delivery of a ‘minimum package’ for ECCD and school-based health services.
• Monitor ECCD activities, and ensure evaluation
• Manage and supervise relationships with Plan-funded partners, contractors and consultants
• Keep oversight of ECCD budgets and expenditures
• Represent Plan Haiti on ECCD issues in coordination bodies and at national level
• Liaise, negotiate and build alliances and partnerships with governmental bodies and other agencies involved in nutrition
• Prepare periodic and progress reports on a timely basis for Plan itself, for donors, for Haitian authorities and for coordinating bodies
• Collaborate with Plan and partner staff in primary education, health, nutrition, livelihoods and rights to protection and participation to ensure an integrated approach to ECCD
• Build capacity of Plan and partner staff on ECCD, especially ECCD in emergencies
• Assist with development of grants proposals
• Contribute to Plan’s overall strategy and operations in Haiti


Qualifications réquises

SKILLS, QUALIFICATIONS, EXPERIENCE

• Minimum Bachelor’s Degree in Education, Child Health and Nutrition or equivalent
• At least 3-5 years experience working in ECCD in developing countries, including at least one year in humanitarian response
• Experience working with local NGO and Minstry partners
• Experience in project management, including management of relationship with local NGO and Ministry partners
• Proven skills in capacity building of local staff and partners
• Demonstrated skills in networking and facilitation
• Commitment to human rights based approaches to development, including commitment to gender equity and to the rights of the child
• Fluent English essential
• At least a strong working knowledge of spoken and written French essential
• Creole a significant advantage
• Proven ability to work effectively and successfully in a cross-cultural context
• Ability to work under pressure, and to live and work in difficult conditions
• Available to travel and stay extensively throughout Haiti
