Introduction

Plan, one of the world’s largest children’s NGOs, has worked in Haiti for 37 years with children, young people and communities. Following the 12th January earthquake, Plan Haiti is now implementing a major emergency response and recovery programme in three programme areas – Croix de Bouquets, Jacmel and the North East department.


Fonctions

OVERALL RESPONSIBILITY

Reporting to the Program Coordinator, Croix de Bouquets, the Camp Operations Coordinator coordinates Plan activities in formal and informal displaced people’s camps in the Croix de Bouquets area; represents Plan at camp level for liaison, planning and cooperation with camp committees, government, other NGOs and UN bodies; identifies needs and gaps; and generally promotes and supports effective cooperation between all actors, including community members, young people and children. Plan’s work in displaced people’s camps forms part of Plan Haiti’s overall response to the Haiti earthquake of January 2010. The Camp Operations Coordinator helps ensure that all aspects of Plan’s camp activities are designed, implemented and monitored in line with Plan’s rights based Child Centered Community Development approach and with best practices in the sector.

KEY AREAS OF RESPONSIBILITY

• Promote coordination among all actors operating in Croix des Bouquets camps
• Establish cooperative relations with camp committee members, NGOs, UN, etc.
• Attend Camp Coordination Cluster Meetings (CCCM), and other relevant meetings.
• Support distributions of shelter, educational materials, food, and other items as necessary.
• Work with camp committee and all actors to identify and fill gaps in services.
• Promote SPHERE and INEE minimum standards
• Ensure legitimate representation of the target population, including children and young people, in all Plan-supported activities, and promote such representation generally
• Ensure coordination at camp level of all Plan-assisted activities in education, health, WASH, nutrition, protection, sexual and reproductive rights and gender based violence
• Track population changes and movements and alert colleagues in Plan and other agencies to emerging issues, especially those concerning children
• Coordinate with other agencies, national and international, to ensure needs of families in the camps are met
• Contribute to Plan’s overall strategy and operations in Croix de Bouquets


Qualifications réquises

REQUIRED SKILLS, QUALIFICATIONS AND EXPERIENCE

• Degree, preferably postgraduate, in relevant field or equivalent experience.
• Minimum two years experience working within international development, including direct experience in rapidly changing emergency environments.
• Proven skills in capacity building of local staff and partners
• Demonstrated skills in networking and facilitation
• Supervisory experience, especially in a multicultural setting.
• Strong cross-cultural skills.
• Demonstrated knowledge of SPHERE and INEE minimum standards
• Experience in vulnerability assessments, beneficiary registration, emergency distributions, and monitoring and evaluation in emergency situations
• Commitment to human rights based approaches to development, including commitment to gender equity and to the rights of the child
• Fluent English and at least a strong working knowledge of spoken and written French essential
• Creole a major advantage
• Ability to work under pressure, and to live and work in difficult conditions
• Available to travel and stay extensively throughout Haiti
