Introduction

On 12 January 2010, Haiti was severely hit by a magnitude 7.0 earthquake that left an estimated 1.2 million displaced, principally within the capital city of Port-au-Prince, as well as the surrounding region. The level of damage caused to public and private infrastructure has led to the establishment of hundreds of spontaneous displacement sites. IOM, as one of the major humanitarian actors in Haiti, has quickly responded to the needs by implementing a number of programs in support of the affected population.

GENERAL FUNCTIONS







Under the supervision of the Senior Information Officer, the M&E Assistant will be responsible and accountable for the maintenance and regular updates of the M&E system and related products and services. The successful candidate will liaise with a number of counterparts, including but not limited to, governmental authorities, IASC cluster members, relevant IOM units and other partners.







In particular, (s) he will:







1.Assist in developing and maintaining relevant M&E indicators, particularly on the output level;



2.Collect, store and analyze the indicators on a regular basis;



3.Generate predefined M&E reports;



4.Monitor and evaluate various IOM program implementation activities in Haiti;



5.Develop Monitoring and Evaluation systems and tools appropriate to IOM needs;



6.Support the development and regular updates of situational analyses using narrative text and visuals such as charts, graphs, maps etc.;



7.Conduct M&E training as required and develop manuals/user guides and similar documents in support of a sucessful M&E implementation;



8.Perform any other duty as assigned by the supervisor(s).




















Qualifications réquises

Advanced university degree, preferably in Information Systems, Economics or Statistics. Proof of successful university graduation will be required. Training/certification in M&E issues, web/database development, numerical analysis etc. is an additional advantage.

Advanced knowledge of appropriate M&E tools or the development thereof.
Expert knowledge of MS Excel and database development using MS Access
Highly developed ability to work with large amounts of data and multiple requests under pressure.
Excellent analytical and trends identification skills.

3-5 years of progressively responsible positions in M&E, Information Management or Statistics, preferably with international organizations or national authorities. Experience in emergency relief, humanitarian or development program is an additional asset. Proven ability to successfully interact with key partners is desirable.
