Introduction

On January 12, 2010, the poorest country in the western Hemisphere was rocked by its strongest earthquake in 200 years; the impact on Haitian lives and livelihoods is staggering.

Prior to the earthquake, Hôpital St Francois de Sales (HSFS) was a CRS-partner hospital, serving as a Local Partner Treatment Facility (LPTF) under the AIDSRelief project. The hospital was established in 1881 by the Association Les Dames de Saint François de Sales through the Port-au-Prince Achdiocese to serve the poor and to act as a reference hospital for the country’s Catholic health network; more recently, the hospital has become the university teaching hospital for the University of Notre Dame of Haiti. The 117-bed hospital employed approximately 600 personnel (medical doctors, nurses, nurse assistant, technicians, and administrative and support staff) in outpatient and community wards.

Seventy percent of the hospital was destroyed in the earthquake, including its maternity, pediatric, and general inpatient wards. Only portions of the surgical unit and the outpatient unit were spared. Approximately seventy staff and patients were killed. Because of the existing relationship with HSFS, CRS and the University of Maryland put together an emergency medical response that greatly increased the hospital’s capacity to treat sick and injured people. Since late January, trauma surgery teams from Baltimore have worked at HSFS on a rotating basis, one to two weeks per team. To date, more than 100 doctors, nurses, operating room technicians, infectious disease specialists and other medical staff from the University of Maryland have traveled to Haiti to assist in this effort. They have treated more than 20,000 patients.

The recently adopted health sector strategy focuses on ensuring access to quality health and HIV care, while also strengthening the health system and reinforcing the Catholic Health Network. The HSFS project is a cornerstone of this strategy, and includes three major components:
• Hospital Operations (support for hospital operations; continued operation of the HIV and AIDS clinic; continued care and capacity building from the University of Maryland; expansion of the hospital to include physical and occupational therapy for patients with earthquake related trauma injuries)
• Hospital Relocation (relocation of the main hospital operations to a temporary site)
• Hospital Reconstruction (rebuilding o the hospital structure in its original site)

The Hopital St Francois de Sales Project Officer will serve as part of a 5-person project team that includes a Project Manager, a Rehabilitation Coordinator, a Relocation Coordinator and a Reconstruction Coordinator. The principal role of the Project Officer is to assist the Hopital St Francois de Sales Project Manager is all aspects of project implementation. The project officer will serve as the principal liaison with the Hospital, helping them address and overcome day-to-day management issues.


Fonctions

Specific Responsibilities:
Support to HSFS Project Team:
1. Collaborate with national and international staff throughout the implementation of activities related to hospital reinforcement as planned.
2. Assist in program development in developing objectives and adjusting work plan.
3. Work with program manager to arrange timely reports for donor organizations.
4. Coordinate meetings, trainings, and conferences as needed.

Monitoring and Evaluation:
1. Collaborate with program manager and monitoring and evaluation officer to collect and analyze data related to the Hospital Programs and Projects

Partner Support and Relationship Management:
1. Support hospital leadership in developing detailed plans for achieving objectives.
2. Work closely with hospital leadership to ensure that work plans are followed and adjustments are made to ensure team will reach objectives as defined in work plan.
3. Assist the St Francois de Sales Hospital AIDSRelief Program Coordinator to arrange and coordinate activities, trainings, and meetings in accordance with the Care and Treatment Plan
4. Assist the St Francois de Sales Hospital Human Resource manager to fill out performance-based evaluations for the Hospital staff
5. Work with the Hospital Finance team to ensure tracking of financial expenditures within the global plan of Relocation and Reconstruction.
6. Help to identify needs for the Hospital and coordinate activities that attempt to meet those needs.
7. Provide monthly reports of current and planned activities to hospital director.
Representation, Growth and Strategy:
1. Identify areas where additional funding is needed; identify and actively seek funding opportunities; provide support to develop relationships and grants that yield additional funding.
2. Participate in the evaluation of new program proposals for specific services, as identified in the Hospital Development Plan.
3. Identify and collaborate with partner organizations and potential partners that are working on the ground in Haiti (Ministry of Health, CRS, AIDSRelief, UMB, CMMB UNICEF, etc.)


Qualifications réquises

1. Clinical degree (doctor, nurse) with experience in hospital management.
2. At least five years of combined experience working in a hospital or NGO setting.
3. Experience with capacity strengthening and partnership building.
4. Ability to provide support to a multi-cultural team with a high level of respect for local culture.
5. Ability to identify and solve both day-to-day and complex problems.
6. Computer literate in Microsoft Office Word, Excel, PowerPoint and Outlook.
7. Excellent communication and writing skills in French and English; fluency in Haitian Creole preferred.
