Introduction

CRS has formed a new partnership with the University of Maryland/Institute of Human Virology (IHV), the University of Notre Dame Haiti(UNDH) and Hospital St. Francois de Sales to provide Institutional Strengthening of healthcare providers within Haiti. The overall program objective is to increase training and education capacity, and contribute to the quality of care in Haiti. The program includes two components:
1. Institutional Strengthening. This component – primarily funded through the US government - includes the creation of several new training programs (including a post-graduate diploma in HIV medicine, a post-graduate diploma in orthopedic trauma care, and nursing certificates in three sub-specialties) and the creation of a Center of Excellence and the operationalization of the University Teaching Hospital at St Francois de Sales.
2. Health Systems Strengthening. This component – primarily funded by CRS – includes support for 4-8 Haitian hospitals to develop the essential systems required for an effective health system. The project will support service delivery through trainings and the creation of centers of excellence; human resources through trainings and support for recruitment and personnel management systems; the health information system through trainings, systems development and IT equipment; technology, through support for lab and other medical equipment; financial systems through development of systems and support for accounting and finance; and leadership and governance through capacity building.
The Institutional Strengthening Project Officer will assist the Institutional Strengthening Project Manager is all aspects of project implementation.


Fonctions

Specific Responsibilities:
Support to Institutional Strengthening Project Team:
1. Collaborate with national and international staff throughout the implementation of activities related to institutional strengthening and health systems strengthening as planned.
2. Assist in program development in developing objectives, developing and adjusting work plans.
3. Work with program manager to ensure timely and quality reports for donor organizations.
4. Coordinate meetings, trainings, and conferences as needed.
5. Perform other necessary duties as requested by the Institutional Strengthening Project Manager.

Monitoring and Evaluation
1. Collaborate with program manager and monitoring and evaluation officer to collect and analyze data related to the Institutional Strengthening Project

Partner Support and Relationship Management:
1. Support hospital leadership in developing detailed plans for achieving objectives.
2. Work closely with hospital leadership to ensure that work plans are followed and adjustments are made to ensure team will reach objectives as defined in work plan.
3. Work with CRS, local partners, and other relevant actors, to arrange and coordinate activities, trainings, and meetings for the hospitals in accordance with annual workplans.
4. Work with hospital administration, human resources, finance, and other teams to ensure that systems put in place by the project are functioning smoothly. Identify problems and work with relevant stakeholders to develop and implement corrective measures.
5. Help to identify needs for the Hospital and coordinate activities that attempt to meet those needs.
6. Provide monthly reports of current and planned activities to hospital directors.
Representation, Growth and Strategy
1. Identify areas where additional funding is needed; identify and actively seek funding opportunities; provide support to develop relationships and grants that yield additional funding.
2. Participate in the evaluation of new program proposals for specific services, as identified in the Hospital Development Plan.
3. Identify and collaborate with partner organizations and potential partners that are working on the ground in Haiti (Ministry of Health, CRS, AIDSRelief, UMM, CMMB UNICEF, etc.)
4. Attend meetings with donors as requested by the Project Manager.


Qualifications réquises

1. Clinical degree (doctor, nurse) with experience in hospital management.
2. At least five years of combined experience working in a hospital or NGO setting.
3. Experience with capacity strengthening and partnership building.
4. Ability to provide support to a multi-cultural team with a high level of respect for local culture.
5. Ability to identify and solve both day-to-day and complex problems.
6. Computer literate in Microsoft Office Word, Excel, PowerPoint and Outlook.
7. Excellent communication and writing skills in French and English; fluency in Haitian Creole preferred.
