Introduction

The responsibility of the incumbent will be to provide coordination, administration and program management support to the Emergency Health Response Team in Haiti for the setting up and management of rehabilitative services in at least two sites of 80 and 120-160 beds, respectively


Fonctions




Specific Responsibilities:


Technical Leadership


1. Coordinate and manage both rehabilitation projects to ensure they meet their objectives;


2. Provide technical leadership to project implementation to ensure project is in line with best practices;


3. Ensure development of coherent monthly work plans and activity calendars and conduct close monitoring to support successful implementation;


4. Ensure coordinated intake and discharge planning of all rehabilitative services clients referred from our network hospitals;


5. Build project partner technical skills through on-the-job coaching, trainings, and dissemination of relevant materials, as needed;


6. Assess project progress against indicators and workplans, identify gaps and issues and discuss appropriate improvement measures with implementing partners and stakeholders.





Monitoring and Evaluation


1. Ensure CRS monitoring and evaluation standards are applied;


2. Develop a project monitoring and evaluations system in conjunction with the CRS monitoring and evaluation team;


3. Create and refine project monitoring tools;


4. Review, analyze and provide feedback to partners on periodic program reports;


5. Develop periodic reports (monthly/quarterly), analyze and provide feedback to management, implementing partners and stakeholders;


6. Ensure the timely documentation and dissemination of lessons learned and best practices in program implementation.





Budget Management


1. Ensure the project stays within budget;


2. Coordinate with procurement department to ensure timely purchases of project materials;


3. Review and analyze project expenditures on a monthly basis; report any budget constraints or potential overruns to supervisor in a timely manner; in conjunction with supervisor, make budget adjustments as necessary;


4. Support partners to prepare advance requests;


5. Monitor partner spending and provide feedback on liquidation reports submitted;


6. With finance and compliance team, strengthen partner management and financial capacity.





Partner Relations


1. Apply CRS partnership principles throughout project implementation;


2. Facilitate and ensure good communication among implementing partners and stakeholders;


3. Coordinate various external support from CRS partners involved in the rehabilitation projects;


4. Maintain cordial relationships with all relevant program partners;


5. Site management: respond to partner and stakeholder questions and requests;


6. Build partner technical and management capacity.





Representation, Growth and Strategy


1. Actively participate in overall emergency health response team meetings as appropriate to effectively plan and collectively coordinate programmatic activities and capacity; building initiatives across health sub-sector programming;


2. Represent CRS at relevant local meetings and working groups;


3. Participate in the development of new health projects and proposals;


4. Proactively identify and pursue growth opportunities.






Qualifications réquises

1. Masters degree in public health, management, social sciences and/or related field.
2. Experience with program management (design, strategic planning, budget development and monitoring, reporting, etc) and grant management.
3. Experience in community health, hospital and rehabilitation services, and working with community-based institutions.
4. Past experience with international NGOs. Experience with bilateral donors (including USG), preferred.
5. Excellent skills in assessment, analysis and information synthesis to effectively produce written summary narrative reports.
6. Demonstrated commitment to principles of local community development, partnership and capacity building, and social justice with the goal of expanding access to care, treatment and community support for social reintegration of handicapped Haitians.
7. Flexibility and capacity to work under pressure in a fast-paced, security-challenged environment.
8. Ability to work as a team player and proactively collaborate and communicate with colleagues across all levels of institution and partnership members.
9. Demonstrated self-motivation and leadership skills.
10. Computer literate in Microsoft Office Word, Excel, PowerPoint and Outlook.
11. Excellent communication and writing skills in French and English; fluency in Haitian Creole preferred.
