Introduction

CRS has developed a comprehensive, long-term response to the earthquake to help those most affected by the disaster to rebuild their lives and communities. The recently adopted health sector strategy identifies Health as a priority area of programming, and focuses on ensuring access to quality health and HIV care, while also strengthening the health system and reinforcing the Catholic Health Network. Over the next several years, the health project portfolio is expected to include at least 6 health and HIV projects, many of them being complex multi-component projects. The Monitoring and Evaluation (M&E) officer will work with Health Team staff and the CRS Monitoring and Evaluation Coordinator to provide direction, technical support, leadership and guidance in all matters pertaining to M&E for the health project portfolio


Fonctions

Specific duties:
1. Planning/Development
1.1. Design, lead and manage participatory processes to establish systematic and realistic M&E systems for health projects.
1.2. Lead and support health program staff and partner staff in implementation of M&E activities.
1.3. Develop and use standardized survey tools, and other data collection forms to implement the M&E plans for health projects.
1.4. Coordinate baseline surveys, monitoring and evaluation exercises, and impact assessments, as appropriate.
1.5. Assist in the development and review of M&E sections of health project proposals.
2. Capacity Building
2.1. Provide technical assistance to health program staff on M&E (data management, data analysis and results-oriented programming, basic surveying and sampling techniques, monitoring and evaluation methods and principles, etc).
2.2. Organize and facilitate M&E trainings for CRS health staff and relevant partner staff.
2.3. Evaluate partner staff M&E capacity, and provide guidance, mentoring and capacity building as needed.
3. Program Reporting
3.1. Manage the development of system(s) to track key monitoring data.
3.2. Oversee gathering of M&E information required for donor reporting and routine program evaluation.
3.3. Review narrative program reports to ensure accuracy of M&E data presented.
4. Information Management
4.1. Ensure communication with key program staff and stakeholders on the results of the M&E activities.
4.2. Lead in the documentation and reporting of assessments, diverse program data, lessons learned and best practices for dissemination to CRS staff, donors, other agencies and other interested parties.
5. Other M&E-related responsibilities as requested.


Qualifications réquises

1. Graduate degree in a directly related field, such as operations research, quantitative analysis, public health etc.; significant work experience in a directly related field will be considered in lieu of graduate degree
2. Three to five years of relevant professional M&E experience; health and/or HIV M&E experience strongly preferred.
3. Thorough familiarity with the principles and current approaches to M&E using both quantitative and qualitative methods
4. Demonstrated M&E field experience; skilled in collecting, manipulating, synthesizing and analyzing data
5. Experience in facilitating the capacity building efforts of diverse colleagues, including those in local partner agencies;
6. Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods;
7. Familiarity with adult learning principles/techniques and demonstrated ability to design and facilitate learning opportunities for adults;
8. Demonstrated skills in statistical analysis
9. Fluency in French and/or Creole. Proficiency in English.
10. Ability to interact effectively with donors, collaborating agencies, and local partners;
11. Ability to work effectively in a team-oriented environment and a cross-cultural setting;
12. Proactive, dynamic, creative, problem-solver
13. Excellent communication and team-building techniques,
14. Strong computer skills (Word, Excel, MS Access, Power Point, Internet).
