Introduction

Plan, one of the world’s largest children’s NGOs, has been working in Haiti for over 37 years with children, youth and poor communities. Following the 12th January earthquake, Plan Haiti is now implementing a major emergency response and recovery programme in three programme areas – Croix de Bouquets, Jacmel and the North East department.


Fonctions

OVERALL RESPONSIBILITY

Reporting to the Senior Health Program Manager, the Disability Advisor guides and advises on all aspects of disability in relation to Plan Haiti’s overall response to the Haiti earthquake of January 2010. He/she supports Plan to ensure inclusion of children with disabilities in all aspects of the Program, including consultation, objective setting, implementation, monitoring and evaluation in line with Plan’s rights-based Child Centered Community Development approach and with global best practices.

KEY AREAS OF RESPONSIBILITY

• On-going analysis of the situation of children with disabilities, especially in families and communities affected by the earthquake
• Contributing to Program planning and implementation, to promote inclusion of children with disabilities
• Monitoring Program activities from a disability perspective, and contributing to evaluation
• Building links, alliances and partnerships with people and organizations active in the field of disability
• Representation of Plan Haiti on disability-related issues at national and regional levels
• Preparation of periodic and progress reports on a timely basis for Plan itself, for donors, for Haitian authorities and for coordinating bodies
• Promotion of the mainstreaming of disability into all aspects of Plan’s operations in Haiti – in both Plan’s emergency response and development projects for children in education, water and sanitation, health, sexual and reproductive health, gender based violence, children’s rights to protection and participation, and in Plan’s internal operations.
• Capacity building of key Plan and partner staff on disability issues
• Assistance with development of grants proposals
• Contribution to Plan’s overall strategy and operations in Haiti


Qualifications réquises

REQUIRED SKILLS, QUALIFICATIONS AND EXPERIENCE

• University degree or equivalent in disability-related field
• At least five years professional experience
• At least three years professional experience in a developing country and/or post-emergency context
• Proven skills in capacity building of local staff and partners
• Demonstrated skills in networking and facilitation
• Commitment to human rights based inclusive approaches to development, including commitment to gender equity and to the rights of the child
• Fluent English and at least a strong working knowledge of spoken and written French essential – Creole an advantage
• Proven ability to work effectively and successfully in a cross-cultural context
• Ability to work under pressure, and to live and work in difficult conditions
• Available to travel and stay extensively throughout Haiti
