OVERALL RESPONSIBILITY

Reporting to the Program Director, the Senior Child Protection Program Manager leads Plan Haiti’s Child Protection Program. This Program forms part of Plan Haiti’s overall response to the Haiti earthquake of January 2010. He/she ensures that all aspects of the Program are designed, implemented, monitored and evaluated in line with Plan’s Child Centered Community Development approach and with best practices in the sector.

KEY AREAS OF RESPONSIBILITY

• Collect, analyze and document information relating to basic protection issues and local community protection mechanisms, especially amongst children, young people, families and communities affected by the earthquake
• Update Program plans and designs and ensure quality and timely implementation
• Ensure that the required systems, protocols and procedures are in place to guaranty that the programmatic responses developed and implemented are in line with the international recognized standards in the area of Child Protection
• Monitor Program activities, and ensure evaluation
• Line manage, supervise, support and mentor Program staff
• Manage and supervise relationships with Plan partners, contractors and consultants
• Oversight of Program budgets and expenditures
• Represent Plan Haiti on protection issues at national and regional levels
• Liaise, negotiate and build alliances and partnerships with governmental bodies and other agencies involved in health
• Prepare periodic and progress reports on a timely basis for Plan itself, for donors, for Haitian authorities and for coordinating bodies
• Ensure integration of child protection interventions with other Plan interventions and operations for children, young people and families: notably education, nutrition, water and environmental sanitation, sexual and reproductive health, gender-based violence and promotion of children’s rights to participation
• Build capacity of key Plan and partner staff on health care management, especially health care in emergencies
• Assist with development of grants proposals
• Contribute to Plan’s overall strategy and operations in Haiti
• Ensure required systems, protocols and procedures are in place and are implemented so that all Plan’s programs and operations are in line with internationally recognized child protection standards, including Plan’s Child Protection Policy and procedures.
• Build links with child protection authorities and professional agencies, and lead for Plan in investigation and response in the event of alleged or suspected cases of risk, abuse or of poor behaviour or practice


Qualifications réquises



REQUIRED SKILLS, EXPERIENCE, QUALIFICATIONS



• A minimum of a Bachelor’s degree in the area of social work, human rights, humanitarian law, programme management or equivalent

• At least seven years professional experience in child protection

• At least four years professional experience in a developing country setting, with at least one years working in an emergencies setting

• At least three years of field experience in a managerial role

• Proven skills in capacity building of local staff and partners

• Demonstrated skills in networking and facilitation

• Commitment to human rights based approaches to development, including commitment to gender equity and to the rights of the child

• Fluent English essential

• At least a strong working knowledge of spoken and written French essential

• Fluency in Creole a substantial advantage

• Proven ability to work effectively and successfully in a cross-cultural context

• Ability to work under pressure, and to live and work in difficult conditions

• Available to travel and stay extensively throughout Haiti
