Introduction

Plan, one of the world’s largest children’s NGOs, has been working in Haiti for over 37 years supporting partners to deliver services for the children and youth of Haiti and communities in general. Following the 12th January earthquake, Plan Haiti is now implementing a major emergency response and recovery programme in three programme areas – Croix de Bouquets, Jacmel and the North East department.


Fonctions

Overall Responsibility

Reporting to the Earthquake Response Program Manager, the Senior WASH Program Manager leads Plan Haiti’s Water, Sanitation and Hygiene Program. This Program forms part of Plan Haiti’s overall response to the Haiti earthquake of January 2010. He/she ensures that all aspects of the Program are designed, implemented, monitored and evaluated in line with Plan’s Child Centered Community Development approach and with best practices in the sector.

Key Areas of Responsibility

• On-going analysis of the situation of children, young people and women in terms of WASH, especially in areas affected by the earthquake
• Updating Program plans and designs, and ensuring quality and timely implementation
• Monitoring Program activities, and ensuring external evaluation
• Line management, supervision and mentoring of Program staff
• Management and supervision of relationships with partners, contractors and consultants
• Oversight of Program budgets and expenditures
• Representation of Plan Haiti for WASH at national and regional levels
• Liaison, negotiation and building of alliances and partnerships with governmental bodies, other agencies and civil society organizations working in the fields of gender based violence and sexual and reproductive rights.
• Preparation of periodic and progress reports on a timely basis for Plan itself, for donors, for Haitian authorities and for coordinating bodies
• Integration of WASH interventions with other Plan interventions and operations for children, young people and families: notably education, health, and promotion of children’s rights to protection and participation
• Capacity building of key Plan and partner staff in relation to WASH
• Assistance with development of grants proposals
• Contribution to Plan’s overall strategy and operations in Haiti


Qualifications réquises

Required skills, qualifications and experience

• Bachelor’s degree in Water and Sanitation Engineering or related technical field
• Minimum three years WASH programs in developing countries, including at least one year in disaster response and recovery WASH
• Minimum one year’s experience and demonstrated skills in WASH program management
• Strong experience in school WASH an advantage
• Demonstrated experience and skills in community based hygiene promotion approaches, e.g. PHAST, CLTS
• Proven skills in capacity building of local staff and partners
• Demonstrated skills in networking and facilitation
• Commitment to human rights based approaches to development, including commitment to gender equity and to the rights of the child
• Fluent English and at least a strong working knowledge of spoken and written French essential – Creole an advantage
• Proven ability to work effectively and successfully in a cross-cultural context
• Ability to work under pressure, and to live and work in difficult conditions
• Available to travel and stay extensively throughout Haiti
