Introduction

This position will support government grants in Haiti related to Habitat for Humanity projects pre-and post-earthquake and ensure accountability and oversight for all bilateral and multilateral grant-funding in Haiti. He will work within the funding structure Haiti to ensure capacity building and training of finance personnel related, ultimately to ensure good management and compliance with the requirements of the scholarship, grant financial reports and grant verification and monitoring. The position will facilitate a zero status administration, questioned the conclusions and costly 'for Haiti. This position is based in Petion-Ville, Haiti.

Fonctions

• Adapting policies and procedures for managing grants in accordance with multilateral and bilateral donor requirements of HFHI.
• Review grant proposals and budgets to ensure appropriate charges are included and to determine the level of financial support and capacity for implementation.
• Respect for all bilateral and multilateral grants in Haiti.
• Monitor reporting on all grants to Haiti to ensure compliance with the requirements and needs of internal project management lenders.
• Recommend, perform budget and the actual variance analysis and advise stakeholders accordingly.
• To design, develop and maintain database of grant management and filing system for all grant agreements, amendments and financial reports.
• To design, develop and maintain surveillance systems that provide timely reports and periodicals to HFHI.
• Conduct consultations, advisory, monitoring, collection, analysis and evaluation of information.
• Act as the point person in Haiti in liaison with the central government and donors on issues of grants management.
• Provide training materials and resources related to grant financial and accountability requirements for the use by field staff.
• Monitoring the compliance problems identified and give the conclusions of the audit.
• Work on initiatives to address the audit findings more frequent and liability issues related to USAID and other subsidies.
• Assist in the recruitment and selection of personnel qualified grant funds as required.


• Adapt HFHI's Policies and Procedures to manage multilateral and bilateral donor grants to LUKAS requirements.
• Review and Propositions grants budgets to Ensure appropriate "Costs are included and to determine the level of financial support and capacity needed for implementation.
• Ensure compliance for all bilateral and multilateral grants in Haiti.
• Oversee the reporting on all grants in Haiti to Ensure compliance with grantor 'requirements and internal project management needs.
• Recommend, Perform budget vs. actual variance analysis and Advise stakeholders accordingly.
• Design, Develop and hairpins grants management database and filing system for all grant agreements, amendments and Financial Report.
• Design, Develop and monitor systems hairpins Which Will Provide Timely and periodic reports to HFHI.

• Act as the point person in Haiti liaising with HQ and Donor Agencies on grant management issues.

• Work on initiatives to address audit findings and frequent MOST accountability issues related to USAID and Other grants.
• Assist in recruitment and selection of grant funds Properly qualified staff, as required.


Qualifications réquises

• 3-5 years experience in accounting, including experience with financial reporting, budget preparation
• Fluency in English required, fluency in English and / or Haitian Creole strongly preferred.
• Knowledge and experience with major donors such as USAID, EU, DFID preferred
• Knowledge of GAAP, internal control systems, OMB A-110, Circular A-122 and A-133 and Government Auditing Standards.
• Experience working with several different accounting software packages required
• Experience required international finance, his experience of disaster response environments preferred
