Introduction

The Reporting Compliance Officer is a key individual in the Les Cayes Material Resources Department (MRD) structure. The Reporting Compliance Officer: works closely with the Shipping Coordinator, the Warehouse and Logistics Manager, the Commodity Compliance Officer, the Food Log Officer, and the MRD staff in Cayes preparing reports to send to MRD PAP for submission to USAID and CRS headquarters. He/She works with Food Log Officer to coordinate Commodity Reporting and responds to reports requests from CRS programs, He/she works to assure that CRS Haiti carries out all of its Public Law #480 (PL480) / Title II commodity activities in accordance with the 22nd Code of Federal Regulations (CFR) 211 and the CRS Commodity Accountability Manual, actively participates in the problem solving process within the MRD unit, and contributes to the improvement of the MRD.


Fonctions

SPECIFIC TASKS:

Reports Management

o Manage all loss reporting including registration and all maritime losses, submission of loss claims report, preparation of monthly, quarterly and annual food loss/spoilage reports of review by the GOM and submission to MRD-PAP.

o Save as Backup to the WLM in liaising with the shipping coordinator on tracking commodity arrivals, surveying and all relevant reporting and then liaise with the Food Log Officer to input this data into the Food Log System.

o Verify all data, ( reception reports, survey reports, loss reports before their processing into food Log to ensure accuracy of all Food Log generated reports: monitoring, losses, commodity status, recipient status, delivery, reception.
o Through supervision of the food Log Officer and the data Entry clerk, ensure that data is correctly entered in Food Log.

o Ensure documentation is on file for all Food Log generated reports and provide supporting documentation for all reports submitted to MRD-PAP.

o Specifically manage all losses, obtaining proper documentation from health and legal authorities, monitoring, warehouse and surveyors and submit monthly loss reports to MRD. Submit in timely manner standard reports to MRD-PAP for consolidation with PAP after validating them with the General Operation Manager.


o Liaise with the Shipping Coordinator on tracking commodity arrivals, customs clearance, surveying and all relevant reporting, and then ensure that the Food Log Officer (FLO) input this data into the Food Log system.

o Develop and ensure maintenance of a filing system for the MRD unit that enables accurate record keeping and retrieval of documents for internal use and submission to PAP and donors. Ensure copies of all supporting documents of the standard reports (CSR, RSR, Monitoring reports) are on file and easily available for consultation.

o Maintain and update the section filing repertory on a regular basis.


o Compile on a daily basis supporting documentation for the standards reports and assure their submissions are made on time.

o Ensure back up of Food Log database is regularly made and sent to MRD-PAP.

o Ensure all actors enter data regularly on Food Log to guarantee timely submission of reports and availability of up to date information on the management of commodity resources.

o Follow all commodity transactions to identify all irregularities and work on corrective action with the other parties concerned.

o Participate in datas validation, alert reports and supervision.

Commodity Delivery Operations

o Manage and prepared all documentation for the transfer of the spoiled food to MRD-PAP.

o Develop drafts of the CSR and RSR for Cayes warehouses with the FLO and finalize report for submission to MRD-PAP.

o Work with the Warehouse and Logistic Manager to ensure that all planning Transfer to PAP is well documented.

o Backup the warehouses transactions supervision.


Qualifications réquises



- University degree

- At least three years of office experience

- At least two years of experience in commodity management

- Strong writing and verbal skills in French and English

- Strong demonstrated analytical skills

- Significant experience creating and editing documents and spreadsheets in contemporary computer programs (Microsoft Word, Excel, and Access, Outlook)

- Ability to work well in an individual or group setting and a fast paced and challenging environment
