Introduction

Catholic Relief Services, an international non-governmental agency specializing in relief and community development, is seeking highly qualified individuals to fill an opening with AIDSRelief, a dynamic HIV/AIDS treatment program. Catholic Relief Services (CRS) is leading the implementation of the AIDSRelief project in Haiti in partnership with Futures Group (FG), the Institute of Human Virology (IHV) and Catholic Medical Mission Board (CMMB). AIDSRelief is funded through the US Government’s President Emergency Plan for AIDS Relief (PEPFAR) through the Centers for Disease Control and Prevention (CDC) and Health Resources and Services Administration (HRSA). The AIDSRelief program is a multi-year, multi-million dollar project that delivered high quality, durable anti-retroviral therapy (ART) during the first five years of the program. Now AIDSRelief Haiti is implementing a three-year sustainability plan which involves transfer of key program responsibilities to local organizations in Haiti.


Fonctions

Primary Responsibility:
The Reporting and Communication Officer is responsible for the drawing up all reports, plans, proposals, presentations, best-practices & lessons learned, minutes and translations of the program for AIDSRelief Haiti and the Institutional Strengthening program. The Officer will coordinate with the relevant departments and individuals within CRS/Haiti and AIDSRelief consortium members and the Institutional Strengthening program to ensure an integrated information management and communication system.

S/he will also assist staff to report on program situation and activities, serve as primary communications liaison; providing donors, and partner agencies with timely and accurate information after revision by the COP and the DCOP.

Specific Responsibilities:
1. Draft all reports, plans, proposals, presentations, best-practices & lessons learned, minutes and translations of the program for AIDSRelief Haiti and the Institutional Strengthening program
2. Collect and become familiar with situation information per reports issued by government and non-government agencies.
3. Compile and disseminate information concerning all aspects of program activity.
4. Work collaboratively with LPTF partner staff to produce frequent situation reports for distribution to AIDSRelief Transition team and Chief of Party and Deputy Chief of Party.
5. Inform local partners on program activities.
6. Maintain relations with local and international media, if possible.
7. Research, analyze and write press releases, articles and other informational pieces in coordination with the Chief of Party and the Deputy Chief of Party.
8. Develop and distribute reports, analyses, to meet needs of other LPTF partners.
9. Respond to information requests and technical difficulties;
10. Develop intranet sites in collaboration with LPTF partners and with users to assure that the information is organized, presented, and IT solutions applied (i.e. search functions) in a way that makes the relevant information easily accessible.
11. Work with MIT/Baltimore and HR/Baltimore Staff Development unit on adoption of software that fosters efficient knowledge sharing and communication, including Breeze, Groove, and SharePoint technologies.
12. Assist with development of the electronic library at University of Notre
Dame d’Haiti, St. Francois de Sales, Sacre Coeur and St. Damien.
13. Orient staff on use of the various information-sharing tools, as needed.
14. Contribute to the ICT effort to improve connectivity and consistent adoption of MIT technical standards by country and regions through strong relationships with MIT/RISA network, Deputy Regional Directors for Management Quality, and HR Staff Development & Training.
15. Assume other related duties as assigned by Deputy Chief of Party such as providing updates to facilitate preparation of required program reports, and information to be used for fundraising purposes.


Qualifications réquises

Qualifications
1. BA degree required; Masters in Communications, International Relations or related field; Masters degree in Management with emphasis on Information Management systems preferred;
2. Minimum 2 years work experience in Communications, preferably with an international relief/development focus. Demonstrated communications experience and knowledge of international development/relief programming.
3. Excellent oral and written English and French skills, required. Haitian Creole preferred.
4. Experience in Health / HIV sector strongly preferred
5. Personal initiative and able to work independently;
6. Strong inter-personal and group/team process skills, problem-solving and judgment skills;
7. Strong computer and information technology skills;
8. Experience managing within a multi-cultural environment;
9. Comfortable participating in and contributing to team synergy;
10. Strong planning/organizational, research and analytical skills;
11. Self-guided, with experience in a leadership role having a high degree of autonomy;
12. Proven sound judgment and decision-making skills;
13. Computer Literate in MS Office (Word, Excel, Alpha 4, Outlook);
14. Ability to deal effectively with deadlines and stressful work environment
15. Sensitivity to political and cultural issues
16. Flexible, motivated, team player
