Introduction

GOAL’s programmes in Haiti operate in Port au Prince and the surrounding area. The overall goal of the programme is to provide emergency support to families affected by the earthquake in Haiti. The objectives of the programme are to increase access to water and sanitation facilities, to provide safe shelter and non-food items for displaced families and to increase the purchasing power of affected population.


Fonctions

The Cash for Work (CFW) Monitor will be responsible for helping the CFW Manager to implement the CFW programme. The CFW Monitor will be involved in monitoring the targeting of beneficiaries, the selection of CFW activities, the progress of work on site. The CFW Monitor will be responsible for ensuring that the planning and implementation of the CFW programme meets the needs, priorities and realities of the intended beneficiaries.
Monitor the system used for beneficiary selection and verification of beneficiaries.
Monitor the work of the Brigadiers, Brigadier Supervisors and Chief Supervisors.
Communicate findings from monitoring visits to GOAL and the Brigadier structure so that programme design and implementation can be continuously improved.
Ensure that the identified needs and priorities of the beneficiary groups are communicated back to the CFW Manager on a regular basis.
Liaise with the CFW Advisor on all elements of programme design, implementation and evaluation.
Implement effective systems for the recording, collection, management and use of monitoring data for management and communication purposes.
Implement an effective system of monitoring and evaluating the quality of the programme from the beneficiaries perspective.
Assist in the formation of womens groups and ensure their views are incorporated into the programme design and implementation.
Liaise with local authorities, community leaders and other organisations working in the area
Prepare and submit reports (weekly, monthly) as required by the CFW Manager.
Work as an active participant in the overall GOAL team.
Carry out other activities as requested.


Qualifications réquises

Good understanding of community dynamics and community structures in Haiti.
Resourceful and adaptable work approach, with a ‘can do’ attitude.
Excellent communication and interpersonal skills.
Fluent Kreyol and English.
Minimum one years experience of working in community development programs desirable.
Demonstrated capability in monitoring and evaluating programmes.
Commitment to beneficiary accountability and humanitarian ethics.
