Introduction

Catholic Relief Services (CRS), an international non-governmental agency specializing in relief and community development, is seeking highly qualified individuals to manage components of large and dynamic WASH programme specifically hygiene and sanitation promotion with the earthquake emergency response services.

In response to the January 12 earthquake, CRS initiated a comprehensive emergency water, sanitation and hygiene program to mitigate health risks to earthquake victims. A significant part of this project is focused on sanitation infrastructure and hygiene promotion with funding from CRS, Caritas international partners, the US Government, and other donors. The project is currently centered in Port-au-Prince but is likely to expand to other earthquake affected areas.


Fonctions

General Responsibilities:

The officer will be responsible for promoting a comprehensive and dynamic process to improve hygiene and sanitation practices for earthquake affected populations. This will involve innovative information campaigns using media, training project staff and field volunteers in household promotion methods, children’s education activities, and other methodologies.



Specific Responsibilities:

1. Recruit and train local hygiene and sanitation promotional staff
2. Analyze sanitation and hygiene problems in camps/populations CRS works with and develop targeted information and awareness campaigns that meet the specific needs of each case.
3. Coordinate closely with the technical members of the WASH team to match hygiene and sanitation promotion with infrastructure interventions.
4. Build the capacity of community volunteers to promote hygiene and sanitation in their communities (or camps) and provide the support they need to be effective
5. Contribute to the development of a Monitoring and Evaluation system for the sanitation projects, and provide frequent progress reports based on the M&E Plan, with an emphasis behavior change indicators. Strengthen the team to adapt and improve the implementation of the project based on lessons learned from the M&E process.
6. Manage and monitor budgets for the hygiene and sanitation components of the project and provide frequent reports to the WASH Chief of Party.
7. Supervise a team of field staff and volunteers, development of performance plans, with frequent coaching and formal feedback to staff.



Qualifications réquises

Qualifications
1. BA degree required in communications or public health related fields;
2. Minimum 2 years work experience in Communications or public health fields, preferably with an international relief/development focus. Demonstrated communications experience and knowledge of international development/relief programming.
3. Excellent oral and written English and French skills, required. And strong capacity in Haitian Creole.
4. Experience in Health / hygiene promotion sector strongly preferred
5. Personal initiative and able to work independently;
6. Strong inter-personal and group/team process skills, problem-solving and judgment skills;
7. Strong computer and information technology skills;
8. Experience managing within a multi-cultural environment;
9. Comfortable participating in and contributing to team synergy;
10. Strong planning/organizational, research and analytical skills;
11. Self-guided, with experience in a leadership role having a high degree of autonomy;
12. Proven sound judgment and decision-making skills;
13. Computer Literate in MS Office (Word, Excel, Alpha 4, Outlook);
14. Ability to deal effectively with deadlines and stressful work environment
15. Sensitivity to political and cultural issues
16. Flexible, motivated, team player
