Background:-
UMCOR Haiti is implementing program PISANS (Provision of Integrated Services around New Settlement) Program in Haut Damier, Municipality of Cabaret. The overall goal of program is to improve services for community members in Haut Damier surrounding new DLA 1.5 resettlement housing area to promote peaceful cohabitation and proactively alleviate service-based tensions that may emerge between new settlement residents and the existing inhabitants of area. The proposed project aims to support communities in Haut Damier and DLA 1.5 to restore their lives by providing support of livelihoods to 118 households through provision of Poultry package.
This project will allow community people to alleviate poverty, social and economical situation to a better living condition. Through this project UMCOR will provide poultry (laying) to the families of this community. Each family will receive a total of 50 poultries: 45 laying and 5 roosters.
In order to obtain and donate poultries to families, UMCOR seeks a poultry service provider to provide poultry package (laying, roosters, and chicken feeds). The provider will be in charge to provide vaccinated poultries and ensure the poultry transportations in the Municipality of Cabaret where distribution will be held.

Description:-
United Methodist Committee on Relief (UMCOR) invites sealed Bids from reputed and eligible firms/suppliers/Distributors/agents registered from DGI.Similarly applying contractors must have capacity to provided desired items well in time at the agreed location in Cabaret. It is notable that point of delivery might be more than one.
Deliverables:-
The required quantity of Birds and feed is as below,

General Requirements:-
• Contractor should possess demonstrated experience in poultry breeding /selling.
• Has an official Government of Haiti certificate that is recognized for provision /sale of poultry
• Should have at least 04 years of experience in provision of same items or other relevant assignments.
• Should be able to demonstrate existence/presence in HAITI.
• In complete Bids will not be considered as part of competition.
• Complete Banking information’s are required like name of Bank, Account number, Account Title, Sort code, Swift code etc.
• Detailed contact information’s are required.
• Bidders shall be responsible to bear all costs associated with the preparation and submission of their tenders. UMCOR will be in no way responsible for or engaged by these costs
Bids Evaluation:-
The evaluation will be carried out in accordance with defined policies and procedures of UMCOR. There will be the evaluation of technical bids which represent 60% of the points and the evaluation of financial offers which represent 40% of the points. Initially Bids would be evaluated on technical basis. The Bidders selected on technical grounds would be eligible to compete for financial evaluation

Refusal of Bids:-
UMCOR reserves the right to cancel selection of a tender process and reject all tenders at any time before the award of the contract, without incurring any liability affected bidders or no obligation to provide them with an explanation of its decision.

Submission of Bids:-
• The contractors are requested to submit sealed Bids within 05 days for consideration.
• Should submit explanatory note about methodology of provision of poultry package.
• Technical and financial offers must be presented separately. The entire file can be submitted in a sealed envelope to the following address:

Responsibilities of service provider:-
• The age of birds should not be less than 18 weeks.
• The preferred breeds would be Rhode Island or Legron
• Selected contractor would be responsible to provide items at agreed points.
• It would be prime responsibility of contractor to provide all birds alive as well as in good health at agreed point.
• It is expected all the poultry Birds should be in good health and alive reached till to final destination of beneficiaries.
