Catholic Relief Services (CRS) in Haiti seeks to contract with a research firm to conduct a baseline study on the prevalence of child labor in the North and North East departments of Haiti as a part of its project “Let’s Work for Our Rights” funded by the U.S. Department of Labor. The project will use an area-based approach to be operationalized with key stakeholders from government, civil society, the private sector, NGOs and CBOs. The baseline prevalence study must be implemented in accordance with global best practices for child labor research, drawing upon existing resources and approaches utilized by the U.S. Department of Labor.

The objectives are to:
1. Perform a baseline survey, integrating methods of quantitative and qualitative research to estimate the prevalence of child labor, hazardous work and other Worst Forms of Child Labor.
2. Provide context specific information on the socioeconomic dynamics of the areas targeted for implementation and assess the attitudes towards child labor, to understand the extent of the problem and provide guidance for project implementation.
Applicants are encouraged to propose any unique research approaches that will result in an effective and efficient study.

Applicants will be required to submit a detailed technical and financial proposal which may include, but is not limited to, the following:
• Proposed Methodology including sampling plan, data collection plan, and samples of data collection tools for both quantitative and qualitative components
• Training plan for enumerators and supervisors, enumerator and supervisor manuals, piloting plan, and field testing procedures
• Plan for data storage, security, and analysis
• Sample consent forms
• CVs of Key Personnel,
• Detailed budget of all human resource costs, material costs, travel expenses, and other fees in USD
