Background
UMCOR Haiti PISANS Project (Provision of Integrated Services around New Settlement) in Haut Damier, Cabaret area seeks a vender to supply and deliver laying hen chicks, no less than 18 days old, cocks no less than 18 days old, and 100 x 25 kg sacks of poultry feed. The birds must be delivered over a two day period between May 11 and 18, 2015 to the Haut Damier area near Cabaret. Theer may be up to 4 locations. The birds must have been vaccinated. There should be provision in the bid for estimated deaths in transit and for birds which die within 3 days of deliver. The feed can be delivered before or on the same day as the birds.

United Methodist Committee on Relief (UMCOR) invites sealed Bids from reputable and eligible firms/suppliers/Distributors/agents registered with DGI. Similarly applying vendors must have capacity to provide the desired items during the specified weeks at the location which will be specified in and around Haut Damier, Cabaret. Bidders can bid for one or both Lots.
Deliverables:-
The required quantity of Birds and feed is as below,

Submission of Bids:-
• The contractors are requested to submit sealed Bids within 07 days for consideration.
• The bid must include:
a) Details of the provider’s operation – for example years supplying the items, guarantees of health of birds, specifications of breed of birds,
b) vaccination information
c) ingredients and composition of feed
d) terms of replacement for birds which die within 3 days of delivery.
e) Delivery schedule

General Requirements:-
• Contractor should have demonstrated experience in poultry breeding /sales.
• Has an official Government of Haiti license to sell poultry
• Should have at least 05 years of experience poultry sales
• Should give detailed information on location of business and be ready to accept site visit before sales
• In complete Bids will not be considered
• Complete Banking information: name of Bank, Address, Account number, Account Name, any sorting codes.
• Detailed contact information of vendor is required (and CVs of any professionally trained staff involved in the provision of the birds (veterinary/poultry).
• Bidders shall be responsible to bear all costs associated with the preparation and submission of their tenders.

Bids Evaluation:-
The evaluation will be carried out in accordance with defined policies and procedures of UMCOR. There will be the evaluation of technical bids which represent 60% of the points and the evaluation of financial offers which represent 40% of the points. Initially Bids would be evaluated on technical basis. The Bidders selected on technical grounds would be eligible to compete for financial evaluation

Refusal of Bids:-
UMCOR reserves the right to cancel the tender process or to reject all bids without incurring any liability to bidders.
