Introduction

Haiti joined the global momentum against Lymphatic Filariasis (LF) by creating the Coordination of Malaria and Lymphatic Filariasis Elimination Programs (CPNEMFL). The fight against Filariasis started in 2000 would in a very short time intensify until becoming one of the flagship public health programs in the country. Annual mass drug administration (MDA) campaigns have been implemented in Haiti since 2001 as a standard intervention for the prevention of intestinal worms and filarial parasites in endemic areas. This success is possible thanks to the unfailing support of a group of partners including RTI International, which over the years has proven to be a leading strategic and operational partner. As of November 2021, 122 of the 140 endemic municipalities (87%) no longer need mass distribution activities to stop the transmission of the parasite; there are only eighteen (18) municipalities that still require MDA to reach the goal of eliminating LF as a public health problem by 2030. To comply with WHO recommendations each endemic country should document the evidence of elimination throughout the history of the program to be able to submit a validation dossier when they have sufficient data to back up the claim of elimination of LF as a public health Problem. There comes the time for the Haiti national program to begin retrieving data from the implementing partners compiling them to Prepare a Pre-dossier which will shorten the time of submission to WHO once transmission have been halted in the last 18 still endemic communes

Objective of the consultation for the preparation of the Pre-Validation Dossier

RTI in collaboration with MSPP intends to initiate the compilation of evidence relating to the elimination of LF as a public health Problem in Haiti. Data on the different deliverables (mapping, MDA, TAS, Coverage survey, MMDP) will be classified and archived.

1) This should allow the National Program to set the tone for the Validation Process completion and put on the radar the discrepancies regarding different mandatory milestones
2) This will allow the country to fill ahead of time most of the Sections of the WHO Template to be used for Validation

Scope of Work
The scope of work (SOW) for the Preparation of the Pre- Validation Dossier includes:
1. Review of the WHO literature regarding Validation Dossier (Focus on the Template)
2. Two preparation meetings with the CPNEMFL National Coordinator, the implementing Partners
3. Develop a draft agenda for the Pre- Validation Dossier
4. Collect Preliminary data and outline a strategy for retrieving missing historic data since the beginning of the Program (Review of Joint application Forms, Annual Data submitted to WHO, Presentations at conferences ect)
5. Attend a one-day Pre -Validation Dossier workshop and taking advantage to get access to Partners data base to retrieve missing data
6. Hold a debrief with the HNTCP and Partners to gauge the accuracy of the filled sections of the Template for which there are sufficient data
7. Prepare the report and submit the Template filled with available information

Required Qualification:

At least a master's degree and 10 years’ work experience or bachelor’s degree and 15 years of experience in Public Health; Health system management preferably in the area of infectious diseases
• Demonstrated experience in the execution of similar services as a consultant.
• Experience working with government entities at the central and local levels.

Personal skills:
• Excellent writing skills
• Excellent interpersonal and communication skills<
• Fluency in English, French and Creole
• Good understanding of the main issues and challenges of the health sector

Period of Performance
The period of performance for the Pre-Validation Dossier is from: Sept 15th to September 30th 2022. All work must be scheduled to be completed within this timeframe. Any modifications or extensions will be requested through the Act East COP and Procurement officer for review and discussion. Please note that the schedule may need to be adjusted in the case of security issues in PAP.
Payment Terms
• 30% on signing
• 50 % after debriefing with The HNTCP and ACT|EAST Leadership
• 20% following the submission of the Template filled at the level expected
