As part of the implementation of the Vetiver Forward project, in the southern of Haiti, whose goal is to improve the vetiver value chain by strengthening the capacity of six vetiver cooperatives. Heifer international Haiti wishes to recruit Consultant or a consulting firm who can provide the services described in these Terms of References. The consultant will work under the supervision of the Program Director in charge of the Vetiver Forward Project

III. SCOPE OF WORK





Prior to developing the business plan, the consultant (s) or consulting firm is expected to develop a concept note that will provide a broad theoretical plan of the activities they plan to perform including its goals, objectives, processes, methods, approaches, and a clear timeframe.








3.1 Phase I - Concept Note Development





The following should be included in the concept note:


a. Title page


b. Introduction and background


c. Assessment descriptions and approaches


d. Expected methods





3.2Phase II – Blockchain readiness assessment for the Haitian vetiver value chain





Once concluded, the consultant(s) or consulting firm will be required to assess two items related to the vetiver value chain. The two assessments are:


1. Will the digital platform being implemented in the Vetiver Forward project position the farmers and cooperatives so they can interact with blockchain based supply chain systems?


2. Is the vetiver value chain adopting or ready to adopt transparent value chain technology?





The following should be included in each assessment:

Profil du consultant ou des consultants ou de la firme

• REQUIRED SKILLS AND EXPERIENCE
• Advance University degree in Business Administration, Marketing, Organizational Development, Management, Agriculture Economics, or relevant fields.
• Minimum 10 years of proven knowledge and professional experience in strategic planning and management, organizational change, corporate planning, in the public or private sector in developing countries. (Knowledge and previous experience in Haiti are a plus).
• Ability to work with different stakeholders in a complex, politically complicated, economically challenged and socially unstable environment
• Demonstrated interest in social enterprises and In-depth understanding of private, public, multilateral and bi lateral donor grant schemes and other financial support mechanisms.
• Knowledge and/or experience in the Information Communications Technology industry, with special knowledge of supply chain technologies.
• Proven track record in providing premium consulting & capacity development services.
• Strong competence in business plan development and implementation.
• Excellent analytical and report-writing skills.
• Extensive experience in policy-related work, planning and management of public, private institutions and NGOs
• Politically savvy and the ability to navigate complex power structures and interests in an extremely challenging environment
• Availability to travel to the field sites, and ability to work well with (both in person and from a distance) a local team.

Consulting companies

• Minimum 10 years of proven knowledge and professional experience in strategic planning and management, organizational change, corporate planning, in the public or private sector in developing countries. (knowledge and previous experience in Haiti are a plus)
• In-depth understanding of organization and management of public, private institutions and NGOs, with a focus on human resources, financial sustainability of the organization, in Haiti or other developing countries. Previous work experience in Haiti is a distinct asset.
• In-depth understanding of private, public, multilateral and bi lateral donor grant schemes and other financial support mechanisms.
• References and expertise in business plan development and implementation.
• Proven track record in providing premium consulting & capacity development services.
• Extensive experience in policy-related work, planning and management of public, private institutions and NGOs.
• Superior relationship management skills and the ability to bridge and communicate across multiple divides: public/private; foreign/Haitian; smallholder/corporate; domestic/export; and wealthy/poor.
• Politically savvy and the ability to navigate complex power structures and interests in an extremely challenging environment.
