DAI is issuing this Expression of Interest (EOI) for USAID Water and Sanitation Project located at 7, Bis Route ODN, Vertières, Cap Haitien, Haiti or 48, Rue Metellus, Suite 204, Plaza GN, Pétion-Ville, Haiti. The EOI intends to pre-qualify up to a total of 10 subcontractors for future potential procurements. These potential procurements will be awarded to pre-qualified contractors who can demonstrate their experience and capacity to execute small-scale water and/or sanitation infrastructure works, including construction, rehabilitation and water treatment facilities supply.

This Call for Expression of Interest ("EOI") concerns construction, testing and repair services and is addressed to interested companies with proven experience in the construction or rehabilitation of water system and sanitation infrastructure. This document presents the requirements that interested vendors must provide to be invited to submit, in the next two months, their detailed quotations or technical/cost proposals for procurement opportunities anticipated by DAI. Pre-qualified vendors may be invited to respond to a solicitation, and/or multiple solicitations.

The purpose of this Expression of Interest (EOI) is to pre-qualify specialized vendors who have experience providing goods or services in any or all of the following specialized areas related to water and sanitation infrastructures works:
 Construction and rehabilitation of potable water system;
 Construction and rehabilitation of sanitation plant including fecal sludge treatment, sceptic tank;
 Power supply and electrical system;
 Hydraulic facilities including pumps, reservoir; and
 Water treatment facilities.

SCOPE OF WORK
The USAID Water and Sanitation Project (the Project) was launched in Haiti in December 2017. Over a four-and-a-half-year period, the Project will increase access to sustainable water supply services; increase access to sustainable sanitation services; and strengthen the enabling environment for sustainable delivery, operation, and maintenance of water and sanitation services. The Project is targeting the urban areas of five communes: Cap Haitien, Mirebalais, Croix-des-Bouquets (Canaan), Les Cayes and Jeremie and will result in 250,000 people gaining access to new or improved water services and 75,000 people gaining access to basic or safely managed sanitation services. Through this Call for Expressions of Interest "EOI", DAI invites suitably experienced companies to express their interest in providing the services and all necessary information to demonstrate their abilities and skills to provide the high-quality services. Interested eligible companies are requested to provide tender specific information outlining their qualifications and experience demonstrating their ability to provide the below listed services:
a) Construction and rehabilitation of feeder line and water distribution networks
b) Installation of pumping system including pump-site electrical systems and control
c) Construction and rehabilitation of pumping stations (well, transfer installation)
d) Construction and rehabilitation of water treatment related to potable water supply
e) Construction and rehabilitation of fecal sludge treatment plants facilities, septic tanks and latrines
f) Construction and rehabilitation of reservoirs (concrete or steel structures)
g) Construction and rehabilitation of power supply including generator and solar panel
installations
N.B: Companies should select one or more construction activities from the above list. However, they are invited to provide thorough information related to the specific construction activities that they specialize in, and are experienced in implementing or managing. EOI’s are requested from interested single or Joint Venture firms that have proven experience in water and sanitation Projects. The firms submitting the EOI as Joint Ventures, if shortlisted, must submit their proposals in the same Joint Venture name at the time of the request of the proposal.
Please note that interest expressed by a company does not imply any obligation on the part of DAI to include it in the shortlist or to continue with the tender as outlined within this EOI. A non-response indicates that your Expression of Interest has not been successful.

Vendors must state in their cover letter which of the areas of specialization they are interested in. Vendors must be licensed and legally organized businesses, organizations, or firms. Individual consultants will not be considered for this EOI.

RESPONSE SUBMISSION DEADLINE AND COMMUNICATION PROTOCOL
The deadline for responding to this EOI is Friday 4th January 2019 at 16:00. Responses
received after the deadline will not be reviewed and will be discarded by DAI, subject to the
discretion of the project’s management. Responses may be emailed at Swsh_info@dai.com
