Introduction

INVITATION FOR PRE-QUALIFICATION OF CONTRACTORS

The Government of Haiti (GoH) has received financing from the Caribbean Development Bank (CDB), Grant GA19 HAI, in an amount equivalent to US$12.5 million towards the cost of the Technical Education and Vocational Training Project (Phase II) – Haiti and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GoH and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GoH shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.


Description de taches

The Coordination Unit of the Vocational Training Program (UCP-FP) is the Executing Agency for the Project, and, is responsible for the overall implementation of the project and coordination the various activities within the Project. UCP-FP intends to prequalify contractors for the construction works of the St. Martin Vocational Training Center (CASM). It is expected that invitations for bid will be issued in September 25, 2018.

Consideration will be limited to firms or joint ventures of firms which are legally incorporated or otherwise organised in, and have their principal place of business in an eligible country and is either:
(a) more than 50% beneficially-owned by a citizen or citizens and/or a bona fide resident or residents of an eligible country or countries, or by a body corporate or bodies corporate meeting these requirements; or

(b) owned or controlled by the government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country and otherwise meets the eligibility requirements of the CDB Guidelines for Procurement (2006).

Eligible countries are member countries of CDB.

The requirements for pre-qualification will include:

(a) Average annual turnover (defined as billing for works in progress and completed) over the last 5 years of Two (2) times Average Annual Billing (FMA) ≥ Offer. The minimum average annual construction turnover of USD 4,500,000.00 is calculated as total certified payments received for contracts in progress or completed, within the last five (5) years.
(b) Submission of audited balance sheets or if not required by the law of the Applicant’s country, other financial statements acceptable, for the last five (5) years to demonstrate capacity to have :
 Capacity to have a cash flow amount of USD 750,000.00
 Average Liquidity Factor (Current Assets / Current Liabilities) for the past five years = ou > 1
 Average leverage factor (Liabilities / Assets) for the past five years =ou < 1
 Average profitability for the past five years = ou > 0 (zero)

(c) Participation as contractor, management contractor or subcontractor, in at least three (3) contracts within the last five (5) years, each with a value of at least USD 1,000,000.00, that have been successfully and substantially completed and that are similar to the proposed works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Scope of Works. (to comply with this requirement, works quoted should be at least 80 percent complete)

Interested eligible applicants may obtain further information from and inspect the Prequalification Documents at UCP-FP at the first address below, Monday to Friday from 8:00 a.m. to 3:00 p.m. A complete set of the prequalification documents in English or French may be obtained by interested applicants through the following means





• Submitting a written request to the address below for a non-refundable payment of One Hundred American Dollars (USD 100.00) for international applicants or its equivalent in Gourde (HTG) at reference rate of the Bank of the Republic of Haiti. The option for submitting prequalification information is :

(a) One (1) original and five (5) hard copies in a sealed envelope to the first address below and one (1) original to the second address below. The sealed envelope containing each submission must include the name and address of the applicant and be clearly marked “Application to Prequalify for the reconstruction work of St-Martin Vocational Training Center”

UCP-FP reserves the right to accept or reject late applications [AMEND AS PER 18.1 OF PREQUALIFICATION DATA SHEET] or to cancel the prequalification process. UCP-FP will not be bound to assign any reason for not pre-qualifying any applicant and will not defray costs incurred by applicants in the preparation and submission of the pre-qualification documents.
