Introduction

PADF is seeking a Consultant to conduct a comprehensive desk review and literature search on tropical forests protection, deforestation and land use systems affecting the three protected national parks: Forêt des Pins, La Visite and Macaya. This review will provide PADF with information on the status of the forests, the deforestation trends, past projects experience and lessons learned in the targeted zones, available Government of Haiti (GoH) policy directives for the selected and nearby intervention zones and an understanding of the deforestation drivers to guide the calls for proposals under the USAID-funded Small Grant Facility (SGF) / Reforestation Activity Project (RGF).

Specific objectives of this literature review are to:

• Provide an overview of the status of the forests of the three protected national parks: Forêt des Pins, La Visite and Macaya.
• Determine the predominant ecosystems on the buffer zones of these three national parks.
• Do an analysis of the threats to these forests, the trends of deforestation and potential drivers of deforestation
• Assess the environmental trends and lessons learned from past and current interventions in these protected national forests
• Identify key actors working in the parks and policy for environmental management of these three national parks

The consultant work will consist in reviewing several documents focusing his/her analysis on credible data sources including documentation from the Comité Interministériel d'Aménagement du Territoire (CIAT), past and current project publications, documentation from Fondation Seguin, Fondation Macaya, Société Audubon Haiti, United Nations Environmental Program (UNEP), United Nations Development Program (UNDP), Fondation Connaissance et Liberté (FOKAL), Helvetas, etc., and available Government of Haiti policies.

SPECIFIC ACTIVITIES

The Consultant will be responsible for the following tasks:
• Review relevant SGF/RGF documents.
• Request meetings or visit specific Institutions or Organizations to search for information as necessary
• Search for documentation and collect as needed data from secondary and primary sources.
• Conduct a comprehensive desk review
• Assume responsibility in searching for information from credible sources
• Perform other tasks as needed to ensure that the review is successfully completed within the timeline.

DELIVERABLES

The Consultant will provide the following deliverables:
• The list of all studies (including geospatial) already conducted and used for this review.
• A final report in accordance to standards and characteristics defined by OAS/ PADF. This report will address all the points indicated in the specific objectives of this review.

REQUIRED SKILLS AND QUALIFICATIONS

• Advanced degree in Forestry / Agroforestry or other development-related field (agricultural economics, anthropology, environment, etc.)
• Minimum of 10 years of experience in conducting this type of research and literature review.
• Experience with and knowledge of the situation of the national parks of Macaya, La Visite and Forêt des Pins
• Experience with USAID Agroforestry / Reforestation Programs (in Haiti or elsewhere)
• Good knowledge of Haiti
• Fluency in French, English, and Creole
• Excellent writing skills, with publications preferably in English in one discipline related to the assignment
• Able and fully available to perform this comprehensive literature review in the scheduled time.
