Introduction

Context: Konbat Vyolans is a USAID funded pilot project focusing on combatting GBV in Haiti. Over the course of three years, Konbat Vyolans will engage stakeholders via three different Haitian implementing partners. As one of the three project implementers, Ayiti Nexus is responsible for the following specific objectives:

1. Gender-based violence service providers (GBSVPs) increase their organizational capacity;
2. A GBV call center is equipped and capable of delivering support services to survivors;
3. GVBSPs are mapped and their information is publicly disseminated;
4. Piloting financial sustainability efforts for select GBV organizations.

The Konbat Vyolans project assessed the capacity of five (5) GBV service providers, in the context of its first objective. From this process, action plans were drafted, which include the main areas where those organizations recognize they need improvement. Konbat Vyolans is currently supporting the organizations’ action plans through appropriate training and technical assistance. Among others, we identified the urgent need for our beneficiaries to put in place systems that protect the safety and privacy of violence survivors.

Purpose: Within this context, capacity to ethically and safely collect, store and use GBV incident-related information by local service providers has been identified as a critical gap to be addressed by the KV project, as an inherent precondition for holistically improving the capacity of these organizations to meet the needs of survivors.

The highly sensitive nature of GBV poses a complex set of challenges for any data gathering process. As such, GBVSPs must to be mindful of the range of ethical and safety issues involved in collecting, managing and storing GBV data, and adequately equipped to handle these tasks in a way that do not harm survivors further or put their own security at risk.
In order to tackle this pressing need, Ayiti Nexus seeks to engage an Expert Consultant with sound knowledge and experience in the field of GBV information management to:

1. Familiarize and sensitize GBVSPs on general principles and standards of safe and ethical GBV IM (collection, storage and analysis/use);
2. Work closely with three (3) KV beneficiary organizations to revise and strengthen existing GBV IM tools, systems and processes to ensure compliance with ethical principles and safety standards; and subsequently support them in transitioning to the improved GBV IM system. Important to note that the three (3) targeted organizations have varying levels of capacity to ethically manage, store and use GBV-related information.

Under this component, the Consultant´s support will also cover guidance to organizations´ personnel to ensure that they are able to uphold safe and ethical principles and standards when handling GBV information, as well as identifying recommendations for ensuring integrity and protection of all GBV-related information stored on site, both in electronic and physical format.

Key responsibilities

The Consultant is expected to undertake the following tasks:

1. Prepare and deliver a workshop on safe and ethical principles and standards of GBV IM to representatives of selected GBVSP organizations in order to: a) sensitize them on existing international good practice for GBV IM; b) disseminate useful tools and resources that they can adopt in their own organizations to improve their processes and practices.

2. Work closely with three (3) selected GBVSPs to:

• Review existing tools (forms, log-books, databases, etc.), protocols, processes and systems for collecting, managing, storing and using GBV-related information; assess their compliance with ethical principles and safety standards;
• Improve and/or introduce new tools, protocols and processes to ensure alignment with internationally-recognized good practice in the field GBV IM (consent and intake form, coding system, separation of files, etc.) and so that survivors´ personal information is duly protected;
• Support organizations in adopting revised tools/protocols/processes and provide guidance to staff to ensure smooth transition to newly introduced protocols;
• Assess adequacy of existing electronic and physical information storage and filing systems, identify actions needed to guarantee integrity and enhanced protection of all GBV-related information kept on site (electronic and physical files);
• For the organization operating the GBV call center, engage with the IT provider to preemptively identify unintended breaches to safety and ethical protocols that may potentially occur during call center operation; work with IT provider and call center managers to devise and implement safety and data protection measures to mitigate these risks, as necessary.

Timeline: The maximum LOE allocated for this consultancy is 30 days.

Deliverables: The Consultant is expected to submit a final report, in French or English, outlining the main tasks undertaken during the assignment, the results achieved, and recommendations for follow-up, as applicable.

Professional qualifications

• At least 5 years of increasingly responsible professional experience in the area of GBV, gender equality, women’s empowerment, protection, and/or human rights
• Demonstrated track-record experience in IM and GBV, including development of IM products, tools and processes
• Familiarity with Excel, Word and basic web management.
• Understanding of survivor-centered approach to GBV programming, particularly in the context of IM
• Strong track record of program monitoring and evaluation
• Demonstrated skills in communication, and training and mentoring GBV and non-GBV specialists in GBV IM standards and principles.
