DAI, implementer of the USAID funded Haïti Feed the Future Partnership: Northern Corridor Project (FTF-N) initiative called Appui à la Valorisation du Potentiel Agricole du Nord, pour la Sécurité Economique et environnementale (AVANSE), invites interested bidders to submit their quotes for provision and installation of rice processing equipment and post-installation operations and maintenance training in Cap Haitian, Haiti.

This procurement is divided into two equipment lots, and quotes shall be structured accordingly. Both lots include the provision, delivery and installation of the equipment in Fort Liberté, in North East of Haiti:
• Lot 1: Milling and Bagging equipment, as per the technical specifications
• Lot 2: Drying System, as per the technical specifications

DAI will not enter into any type of agreement with a vendor prior to ensuring the vendor’s responsibility. When assessing an vendor’s responsibility, the following factors are taken into consideration:
1. Provide copy of registration in the Country of origin
2. Evidence of a DUNS number (explained below and instructions contained in the Annex).
3. The source, origin and nationality of the services are not from a Prohibited Country (explained below).
4. Ability to comply with required or proposed delivery or performance schedules.
5. Bidder’s past performance in similar work

• Late offers will be rejected except under extraordinary circumstances at DAI’s discretion.
• Bidders shall submit quotes via email at avanse_procurementbids@dai.com
• Include a statement that the vendor fully understands that their quote must be valid for a period of 90 days.
• Bidders shall sign and date their quotation.
• Bidders shall complete Attachment A: Price Schedule template. Value Added Tax (VAT) shall be included on a separate line.
• Quotes shall include the delivery date for each activity.
• Quotes shall include proposed payments terms.
