Introduction

The purpose of this Request for Quotation (RFQ) is to acquire, in the framework of the Konbat Vyolans project, which is funded by the United States Agency for International Development (USAID), the services of a company or an individual specialized in information technology. Konbat Vyolans is a pilot project that supports gender based violence service providers to increase their capacity to combat GBV in Haiti. As one of the three project implementers, Ayiti Nexus is supporting the KOFAVIV call center, ensuring that it is equipped and capable of delivering support services to survivors.

The KOFAVIV call center is one of the first phone-based emergency response systems dedicated to rape and sexual assault victims in Haiti. It was designed, launched and tested in 2010 under the stewardship of an international NGO called Digital Democracy. The call center uses multiple phone systems and a web-interfaced database to collect information on violence against women in Haiti. Free calls to the number “572” connect victims to critical emergency care including medical, psychological and legal support. In recent years, it has facilitated the support of GBV survivors, lessening their vulnerability to unwanted pregnancy, STDs, persecution and mistreatments. It began operating in 2010 on a trial basis, in response to programs KOFAVIV was implementing where needs were great, and the support mechanisms were few. Since then, the call center has gone through a range of inconsistencies in its operations, however KOFAVIV has managed to keep the call center running.

A full diagnostic to assess the call center, and make recommendations for improvement was completed earlier this year. Ayiti Nexus now seeks a service provider to implement recommendations made in the call center diagnostic report, or offer alternative solutions that will improve its overall effectiveness and increase its sustainability.

Hosting cloud and dedicated server: Network infrastructure and Telecom plays a key role in the proper functioning of the call center. It must be robust, reliable and safe. Additionally, information management is extremely important for a variety of reasons in the area of gender-based violence (GBV), which includes the data collection, data storage, data analysis, and dissemination of data.

The table below describes the equipment to support the creation of cloud hosting on a dedicated server. Each proposal should offer a quote or alternative (with quote) for the specs below:

Electrical infrastructure will provide an integrated power supply system based on green energy to the call center. The tasks of the selected service provider will be the following:
a) Install and configure hybrid inverters.
b) Install, configure and test solar panels.
c) Design and execute the support and safety mechanisms for the panels.
d) Provide training and support to call center staff.
e) Carry out system validation tests.
f) Provide system documentation including diagrams.
g) Provide technical support for system maintenance.
