Introduction

Background

The long political instability in Haiti has greatly affected the socio-economic situation, and weakened the capacity of local institutions to effectively coordinate and mobilize people to participate in government and demand for service delivery. The opportunities for economic growth in such an environment are limited. The interventions by government, local entities and international NGOs intended to foster economic opportunities are still low compared to other Caribbean countries, and a glaring preoccupation for youth (which form most 0f the population in Haiti) is securing a viable means of earning a living.

CRS Haiti, with the support of its Catholic Church partners will implement the project Enhancing Youth Livelihood for Social Transformation that will respond to critical needs of young people in vulnerable neighborhoods of Port-au-Prince, Tesso and Solino. As a pilot to ensure the realization of CRS Haiti FY17 priorities, this project is designed to enhance the entrepreneurship capacities of youth, and link them to successful, local business people, while providing the youth with critical soft skills and leadership opportunities to foster entrepreneurial success. The intervention builds upon the success of the Kore Jan, Kore Lavni (KJKL) program where training and activities focused on social and economic resilience of youth, including the successful establishment of savings groups (MUSO by the French acronym). EYL4ST will work with the youth who are part of existing MUSO groups, building upon this foundation to provide them with technical and soft skills, as well as social capital and increased financial capital via their savings groups. In addition to supporting the youth to establish successful individual or group micro-enterprises, this project intends to support the youth’s positive self-image and positive engagement in the community.

CRS Haiti will continue its collaboration with Catholic Church partners in Tesso (Our Lady of Guadaloupe Parish) and Solino (Spiritan Brothers) to implement this project, which will also serve as a foundational project for CRS/Haiti in the youth sector. The project will utilize I am an Entrepreneur, the CRS global youth-focused curriculum and adapt it to the Haitian culture and language. This curriculum focuses on the skills needed for the start-up and management of a youth-led micro-enterprise.

Objectives of the Service
In order to design the graphics in the French version of the ‘’I am an Entrepreneur (IAE) ‘’ curriculum, do the printing to facilitate training for the stakeholders (CRS staff, Catholic partners’ staff and the youth participants) who will use the curriculum, CRS is hiring one (1) designer to design the graphics and the curriculum so that the training can be facilitated with French version.

Mandate of the consultant
1. The Designer will use the InDesign software to produce the graphics in the same format as they present in the English version throughout the two thousand (2000) pages of the curriculum.
2. Print the thirteen (13) documents) of the curriculum after designing the graphics in the same format as the English version as well. The total pages to be printed is two thousand one hundred and twenty-four (2,124)

Participation conditions

1. Bid Submission
Proposals must offer services for the total requirements. Proposals offering only part of the requirement will be rejected. The bidder is expected to examine all the instructions, terms and specifications contained in the scope of work (SOW). Failure to comply with the (SOW) will be at the bidder’s risk and may have a negative effect on the evaluation of the proposal.

2. Clarification about the solicitation
Any prospective bidder who would need clarification about the solicitation must inform CRS by writing to: mariegaetane.jean@crs.org. CRS will respond in writing to any request for clarification of the solicitation documents that will reach up to five (5) working days before the deadline for submission of proposals. In fairness, the written copies of the response of the Organization, including an explanation of the clarification solicitation but without identifying the source of the request, will be sent to all prospective bidders that have received the Solicitation.

3. Modification of solicitation
At any time prior to the deadline for submission of the proposals, CRS may, for any reason, whether at its own initiative or in response to a request for clarification by a prospective bidder, modify the solicitation by making an amendment. All prospective bidders that have received the solicitation will be notified by writing of all amendments to the solicitation. To provide prospective bidders reasonable time to consider the amendments while preparing their bids, the CRS may, at its discretion, extend the date for receipt of Proposals.

4. Ownership of submissions

The proposal and related documents shall remain the exclusive property of CRS and will not be returned to the bidder.

5. Cost of proposal preparation

All costs of proposal preparation shall be supported exclusively by the bidder. The bidder shall bear the costs incurred in providing the information requested by the petitioner for submitting proposals.

6. Language of the proposal
The bid prepared by the bidder and all correspondence and documents relating to the bid exchanged by the bidder and the CRS will be written in French or English.

7. Incorporation documents of the proposal and dispositions

Expected deliverables and deadline of the consultation services

The duration of the above described services will be spread over a period of eight (7) weeks starting from September 15 to November 10, 2017.The consultant will submit 333 designed pages to CRS every first day of the week and a final submission of 335 pages.

Important note: A delay of five working days in providing the final deliverable, will result to a penalty of 10% of the contract agreement amount.

Note: CRS reserves the right to retain the final payment as long as possible if the consultant doesn’t respect to the full commitment as planned

Candidates are invited to submit a financial proposal. Each proposal must be written in English or French. The proposal file shall consist of the following documents:
- Legal papers (Fiscal Quitus, and Business Permit –Patent-, etc.).
- CV and diplomas
- Scanned copy ID card (CIN, NIF, PASSPORT)-
- References of 3 international organizations /companies of previous experience
- Detailed proposed budget for the service
- Detailed workplan including working methodology
- Letter of intent
- A copy of the consultant’s patent
All documents must be submitted in paper format or electronically within the time specified, mentioning Designer for "I am an Entrepreneur".

The bidder must submit its proposal no later than September 4, 2017 by 4:00 p.m. Haiti at the following address:

Any bid received after this date and time will be rejected. CRS may, at its discretion extend the time by written notice to all bidders. Extension of time may eventually cause a change in the invitation letter and attached documents.

Documents and instructions listed above are required for the retention of bids for analytical purposes. In this sense the bidder is subject to any audit of the contents and requirements before proceeding to the submission. Any deviation of conformity will result in the cancellation of the bid.
