Introduction

The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross continues to deepen and expand its international programming while also working to strengthen the global Red Cross/Red Crescent Network in order to deliver critical assistance to some of the most vulnerable communities in the world.
ARC has been implementing the Haiti Assistance Program (HAP) that was established to direct the organization’s response to the 2010 Earthquake in Haiti. HAP activities focus on integrated community recovery and preparedness interventions in Haiti working within the Red Cross/Red Crescent Network, particularly with the Haitian Red Cross and also through external partners.
Following Hurricane Matthew in October 2016, ARC has provided affected women, men and children with emergency shelter, health and hygiene supplies. The Hurricane Matthew Response will also support affected households to restore their livelihoods.

The Expert will provide technical assistance to ARC and partners in the areas of food security, economic strengthening and livelihood restoration, in both urban and rural context, with special emphasis on integrating youth and gender.
The Expert will provide advice and guidance to strengthen the programming quality of livelihood components of American Red Cross (ARC) Haiti programs.
He/She will make frequent trips to Haiti and work closely with ARC Program staff to provide strategic technical leadership in developing livelihood sector strategies, implementation plans, knowledge products and other documents as required. He/She will ensure that project interventions are performed as planned and to bring about the desired impact through monitoring, evaluation, research and documentation of lessons learnt. The Expert has no supervisory responsibilities but will work closely with ARC Haiti team members to complete required tasks.
Specific duties and responsibilities:
• Provide strategic technical leadership in developing livelihood sector strategies, implementation plans, monitoring plans and knowledge products.
• Provide advice and inputs in strengthening program staff capacity in planning, implementation, monitoring and evaluation of livelihood activities as well as other components of the program as required.
• Suggest approaches to enhance the quality of existing livelihoods programs, drawing on international and local best practice.
• Provide technical support during project implementation to ensure the projects meet or supersede established standards and targets.
• Prepare project concepts, proposals, implementation plans and other documents as required for livelihood, youth and gender programming as well as other program components as required.
• Support with developing M&E tools and conducting assessments of livelihood projects.
• Conceptualize, develop, coordinate and help implement innovative gender and youth strategies.
• Provide technical expertise to ensure adequate youth and gender integration in programs.
• Provide technical advice and assistance on mainstreaming gender issues including the integration of gender/GBV into project objectives.
• Engage with ARC stakeholders and ensure sharing of project information and learning with appropriate external agencies, partners and stakeholders.
• Assist in the development and maintenance of internal systems and mechanisms for documentation and sharing and incorporation of lessons learned across the program.
• Reviews and keeps updated in Government of Haiti policies and practices in the fields of livelihood, and ensures an active information flow for better practices.
• Coordinate the identification and dissemination of best practices and new technical strategies and approaches.
• Organize and deliver training courses and/or arranges for the delivery of training programs aimed at staff and partners including government and NGO staff.
• Identify technical gaps in knowledge and skills among staff and partners and develop capacity

Qualifications:
Required:
• Bachelor’s degree in social sciences, economics or related field. Master’s degree preferred.
• Minimum of 10 years of experience in Livelihoods, Food Security and Economic Strengthening programming in context of development and recovery. Such experience should cover both urban and rural settings.
• Proven skills in project design, proposal writing, needs assessment surveys, monitoring and evaluation plans, and gender equality strategies and action plans.
• Past performance in supervision, training and coaching staff in livelihood programming and results-based project management.
• Sound knowledge of participatory methodologies.
• Excellent communication and interpersonal skills and the ability to prioritize, meet deadlines, and achieve results through collaboration.
• Strong analytical skills, including experience leading economic & livelihood assessments in a recovery context.
• Proven skills in providing capacity development support to local partners.
• Previous working experience in Haiti.
• Languages: Fluency in both written and spoken English. Working knowledge of either French or Creole.
Preferred:
• Knowledge of Red Cross movement is an asset.
Compensation:
• Daily fees per working day (travel costs will be calculated separately)
