CONTEXT OF THE PROGRAM
GOAL has been in Haiti for over five years, operating programmes in both the urban and rural context, in Port au Prince and Gressier respectively. GOAL continues to respond to the housing, water and sanitation needs of vulnerable families affected by the earthquake, while transitioning to delivery of an integrated community-led development programme. During this strategic period GOAL aims to link relief and recovery to development, focusing on 3 key programmatic sectors: DRR & Reconstruction, WASH and Economic Development. The objective of the programme is to create communities that are safer and more disaster resilient, with greater access to the economic resources to drive their own household and community development. GOAL is currently implementing its programme with funding from ECHO, Irish Aid, OFDA, EU, JOAC and its own funding.

As per GOAL corporate protocol, GOAL Haiti is seeking a reputable accounting firm to conduct an external audit and prepare the financial statements for 2016.

To audit GOAL Haiti financial statements which will be part of GOAL Group audit for which Deloitte, Dublin will be the lead auditors. This part will be conducted based on the brief provided by GOAL, Dublin; it will be made available to the auditors prior to their commencement of the assignment.

o Audit the Financial statements of GOAL Haiti
o Verification of closing cash balance and stock as on 31.12.2016
o Checking of authenticity of vouchers and basis for an appropriate sample of transactions during 2016 as per the books of accounts.
o Verifying the entries thereof into the correct account heads and rectification if any material discrepancy arise thereof.
o Verifying of journal entries ensuring adherence to satisfactory accounting system in relation to accrual basis.
o Recommend necessary entries to this effect if material
o Verification of Fixed assets and depreciation schedule.
o Verification of necessary reports of financial statements including notes to financial statements from the books of accounts and SAGE in the format as suggested by GOAL, Dublin. i.e. in Euro.
o Verifying the correctness and authenticity of financial statements in the format as suggested by Dublin.
o Issue of Management letter.

Requirements
o Registered auditors with a network of international branches or affiliates
o Sufficient staff of the required calibre to ensure a quality audit is carried out within the desired timeframe
o Demonstrable experience leading a group audit, where component audits are carried out by auditors not linked to the lead auditor
o Experience auditing large international or national charitable organisations

Presentation of the offer
The offer must contain
o A description of the proposed audit plan and methodology.
o A financial proposal including fees and any other cost. Note that on fees, GOAL will have to deduct the tax according to the Haitian law
o The Vendor Registration filled
o Provide 2 relevant references
