Introduction


Fonctions

Identify and process new suppliers to add to the Marketplace vendor database
• Identify new target institutional buyers and their respective policies as well as any gaps that PDT can support
• Prepare relevant and realistic “Buy Haiti” policy proposals for target institutional buyers
• Participate in memorandum of understanding (MoU) negotiations with institutional buyers
• Ongoing monitoring of the procurement policies of institutional buyers
• Build and implement business development plans for each viable target market and institutional buyer
• Develop and maintain excellent working relationships with major international buyers in-country, including the promotion of other PDT services to them
• Represent PDT at events, including official dinners, trade fairs, and meetings
• Ongoing monitoring and reporting of activity outputs

Staff Management
• Supervision and mentoring of the Business Development Associate
• Supervision and mentoring of the Verification Associate

Strategic Planning
• Develop a comprehensive and in-depth knowledge base of key domestic markets including their size, accessibility, the major institutional buyers, and local national vendors
• Identify viable target markets and develop forecasts for existing and future procurement needs in priority sectors and major institutional buyers
• Develop a partner strategy for each key viable market to include vendor lists, networking approaches, and local procurement capacity requirements
• Provide inputs to improve the program’s strategy and efficiency

Reporting Lines
Reports to the Country Director and coordinates with key staff as required.


Qualifications réquises

• Fluency in French, and willingness to learn basic Creole is required.
• Degree in business, commerce, or a relevant field. Master’s degree preferred.
• Minimum of 5 years work experience, preferable in conflict and/or post-conflict countries.
• Experience working with small and medium enterprises (SMEs).
• Demonstrable experience in staff management and business development.
• Ability to work in isolated posts and difficult work environments.
• Excellent communication skills (written and oral) as well as networking skills.
• Understanding of civil-military relations, and international agencies and bodies.
• Experience in project management, including budgeting.
• Private sector experience is an asset.
