Responsible for the overall coordination, project management and implementation of school construction and water and sanitation projects in Gressier and Leogane Communes.
Essential criteria:
University Degree or equivalent in Engineering. 5 years experience managing a team of at least 6 and budget of at least $100k. 10 years experience of construction projects.

PART 1 – JOB DESCRIPTION

1. MAIN PURPOSE OF JOB
As part of the area management team of a Disaster Management Team (DMT), to be responsible for the overall coordination, management and implementation of school construction activities in Gressier and Leogane areas.br />
2. LINE MANAGEMENT / POSITION IN ORGANISATION
 DMT Grade A4
 May deputise for grade A3
 Reports to Area Co-ordinator
 Line manager of project team particularly 4 supervisors
 Closely co-ordinates with the following members of the senior management team: Sector Advisors, Area Co-ordinators, area administrator and area logs officer.


3. DIMENSIONS AND LIMITS OF AUTHORITY
 Responsibility for programme budget of approximately 500,000 USD.
 Management of team of 12 staff and up to 200 labourers..
 Represent Tearfund to community leaders, local authorities, and other agencies in a Leogane and Gressier .
 Employ junior staff in conjunction with area administrator.
 Agree subcontracts in conjunction with area logistician.


4. DUTIES AND KEY RESPONSIBILITIES
The percentage figures shown against each heading are only intended to convey a rough idea of the relative size of the various areas within the overall job.

Project Cycle Management (30%)
 Monitor the humanitarian situation in the project area, making detailed reports with recommendations to the management team regarding community needs, vulnerabilities / capacities and appropriate responses.
 Within agreed in-country programme strategy, research and propose future projects for consideration by the programme management team.
 Supervise and undertake participatory needs / vulnerability & capacities assessments of affected communities.
 In collaboration with community representative, undertake detailed analysis and design appropriate project interventions to meet identified needs and strengthen local capacities.
 Prepare detailed project proposal submissions (including budgets) for multi / bilateral institutional and private funding.
 Manage and implement project interventions to achieve project outputs and objectives, including monitoring and mid-term reviews in accordance with Tearfund and donor requirements.
 Participate in project evaluations and assist in the analysis of results to assess project impact and effective use of resources.
 Ensure the timely compilation of situation updates, project and monthly narrative reports for field and Head Office management, in accordance with required reporting formats.

Team Management (15%)
 Provide leadership and support to project team to ensure effective management and timely implementation of work plans and budgets.
 Providing supervision, training, guidance and monitoring.
 Ensure that project staff understand their individual and collective responsibilities for safety and well being.
 Ensure that training in health, safety and security work place procedure are in place and that risk assessments, monitoring and evaluation and reporting of accidents is undertaken in conjunction with area coordinator.
 Assist in implementing welfare for project staff (including food, accommodation, compound management, health & hygiene) as appropriate.
 Conduct regular performance reviews, including probation reviews and 6-monthly performance appraisals, and encourage the personal development of each individual (including personal development plans and the identification of training needs).
 Conduct exit interviews, disciplinary and grievance procedures as required.
 Ensure that staff respect local cultural and gender sensitivities.
 Ensure detailed records are kept and analysis made of work-related injuries, accidents, security incidents and fatalities to project staff.
 Where appropriate provide pastoral support to members of the team
Financial Management & Accounting (15%)
 Manage detailed project budgets in fulfilment of specified activities, outputs and objectives.
 Monitor project expenditure and assist in preparing and analysing project financial reports, understanding variances and taking corrective actions in consultation with the Area Coordinator.
 Ensure project monthly cash flow forecasts are prepared and forwarded to the Finance Manager.
 Ensure all project financial reports are prepared accurately and reporting schedules maintained in compliance with donor accounting and reporting requirements.
 In conjunction with the Finance Manager, ensure financial management is undertaken with standard financial systems and policies.
Corporate Policies, Management Systems and Procedures (10%)
 Contribute towards the promotion and adherence to Tearfund’s Purpose, Basis of Faith, Core Values and Operating Principles.
 Undertake all activities in accordance with internal management systems, operating procedures and policies, and monitor field-based work to maintain compliance
Programme Strategy and Planning (5%)
 Participate with the DMT management team in developing the country strategy and associated programme implementation plans / budgets.
 Assist in communicating mission, purpose, strategic goals and programme objectives among project staff to create mutual understanding and ownership
Spiritual Leadership (5%)
 Responsible for the spiritual leadership of the project team; to support their spiritual well being and encourage adherence to Tearfund’s Christian distinctiveness.
 Lead and participate in spiritual sessions of worship, prayer, teaching and reflection and be committed to the outworking of Tearfund’s Missions, Values and Beliefs Statement.
 Attendance at regular team devotions, away days and retreats.
 Responsible for maintaining your own spiritual development.
 To be committed to actively working and living in accordance with Tearfund’s evangelical Christian beliefs.
Good Practice and Institutional Learning (5%)
 Promote Tearfund values and management procedures
 Ensure that activities are carried out in accordance with signatory codes of conduct and accepted good practice.
 Identify key lessons learnt from project reviews and evaluations and ensure learning is understood and disseminated to field and UK-based stakeholders.
 Encourage learning from project staff and identify case study themes / issues from project experience for analysis, dialogue and possible formulation into emerging best practice and policy.
External Relationships / Representation (5%)
 Build positive working relationships with local communities, district government officials, local churches, UN, NGO and donor representatives.
 Build the capacities of selected local Tearfund partner organisations by providing advice / assistance in coordination with the Regional Teams.
 Assist in developing collaborative programmes with other agencies and national partners in accordance with country strategy.
 Support external policy influencing (advocacy) activities with relevant district and regional government, inter-government and non-governmental agencies (in consultation with field management).
 Attend relevant inter-agency meetings workshops, conferences and sector coordination meetings as required.
 Keep informed of sector developments and key initiatives.
 Host occasional visits to project sites by interested personnel.
Coordination with other sectors (10%)
 Cooperate with HR manager to plan recruitment, inductions and prepare staff development and training plans.
 Cooperate with area administrator in following Tearfund management system.
 Cooperate with logistics to plan procurement, material specifications and testing, transport and warehousing
 Cooperate with logistics to ensure proper use and monitoring of equipment and assets and materials.

• Masters in relevant sector.
EXPERIENCE



• 5 years experience managing a team of at least 6 and budget of at least $100k
o 10 years experience of Watsan or similar projects. • Working to SPHERE Standards, People In Aid and Red Cross Codes of Conduct.
• 5 years work in the humanitarian sector.
