Introduction

Applications are invited from interested and suitably qualified nationals of Caribbean Community (CARICOM) Member States and Associate Members of the Caribbean Community to fill the abovementioned position with assigned duty station in Trinidad and Tobago.
2. FUNCTIONS OF THE POST

This position, under the general direction of the Partner Organisation Representative on the Project Steering Committee of the CARICOM-CIDA Trade and Competitive Project in the CARICOM Region: A-32281 CSME Core Component, will provide technical, logistical, administrative, monitoring and reporting duties thereby contributing to achieving the goal of providing more and better opportunities for the people of the CARICOM region to participate in and benefit from the introduction of the CSME.

Qualifications réquises

Candidates should possess the following:

(i) A Bachelors Degree in any field in the Social Sciences plus three (3) years post Bachelors Degree experience with demonstrated ability for liaising and cooperating with project personnel and donor agencies.

(ii) Sound working knowledge and training in:

(i) Project Management
(ii) Computer Applications
(iii) Interpersonal, Communication and Report Writing skills
(iv) Basic Office Procedures
(v) Basic Financial Analysis skills


Conditions particulières

Under the direction of the Caribbean Association of Industry and Commerce (CAIC’s) Representative on the Project Steering Committee, CARICOM-CIDA Trade and Competitiveness Project, the Project Coordinator will be required to:

(a) PRODUCE AND DISTRIBUTE information products on the project and its relation to the CSME, for CAIC’s Members using among other documents, Log Frames, Work Breakdown Structure, Project Management Framework, Annual Work Plan, Terms of Reference, Consultancy Reports and Meeting Reports;

(b) WRITE briefs for use by the Executive of CAIC and the national representatives of the CAIC on the National Coordinating Committee;

(c) PLAN AND CONVENE meetings of national representatives of the CAIC;

(d) PREPARE AND DISTRIBUTE reports including to the CSME Unit of the CARICOM Secretariat and the Organisation of Eastern Caribbean States (OECS) Secretariat; on activities undertaken by CAIC in accordance with the responsibilities of these partner organizations under the project;

(e) PROVIDE support and facilitation for implementation of project activities, including in respect of data and information held by CAIC Members which are important facts and describing circumstances likely to influence the quality of the work of consultants;

(f) CONSULT with stakeholders in assessing needs for capacity building and in the conduct of agreed sensitization and training so as to ensure important participation and support for the project;

(g) PREPARE activity and related budget proposals for activities to be undertaken by CAIC in time for inclusion in the Project’s Annual Work Plans; and

(h) PROVIDE information feedback to the CSME Unit and OECS Secretariat on financing used by the CAIC where provided by the project and counterpart contributions by CAIC.

5. EMOLUMENTS

An attractive remuneration package will be offered.

8. LEAVE

The officer will be eligible for the grant of vacation leave at the rate of thirty-five working days a year and a leave grant after every twelve months of service in respect of the officer, spouse and up to two dependent children.

9. PRIVILEGES AND IMMUNITIES

The officer will be granted the privileges and immunities in accordance with the Protocol and Privileges and Immunities of the Caribbean Community.

10. GROUP HEALTH AND LIFE AND ACCIDENT INSURANCE

The officer will be required to participate in the Secretariat’s group health and group life and accident insurance schemes. With respect to the health scheme, the officer will contribute fifty per cent of the premium. The life and accident insurance scheme is non-contributory.

11. SUPERANNUATION

An officer on contract will, subject to satisfactory service, be eligible for a gratuity at the rate of twenty per cent of basic salary, computed on the basis of completed periods of three months’ service and payable at the end of the contract. Where the appointment is on secondment, the Secretariat will pay to the officer’s substantive employer, over the period of secondment, a contribution not exceeding twenty-five per cent of the pensionable salary normally payable to the officer by that employer so as to maintain the pensionable status of the officer in the substantive employment.
