Introduction

The Operations Departments provide program support functions which include Procurement, Logistics, Administration and Human Resources. The Operations Director has the objective of providing high-quality and efficient operational support to PSI programs through standardized implementation of all operations policies and procedures.

The Operations Director will train and coach the staff on policy and strategies and provide technical support as required. The Operations Director aids with the design and dissemination of new policies, procedures and solicits information.

He or she will provide input to the development of strategic goals and work frames to achieve the objective of improving the office support functions regarding efficiency and cost effectiveness.


Fonctions

• Provide leadership to the Operations Departments and implement ideas compatible to the office environment;
• Oversee Logistics, Procurement, Asset Management, Administration and Human Resources departments and ensure consistency and compliance of each of these auditable functions and the relevant staff;
• Contribute to the development of organizational coordination, communications and reporting mechanisms between the various Operations Departments and between the Program Departments;
• Assist Program Management in the proposal development, when required; including assessments, pricing and security-related information;
• Develop timeframes for procurement and recruitment planning;
• Periodically review/revise existing policies and advise the Country Representative of suggested changes;
• Assist, as required, in the drafting of new policies, processes and procedures as necessary, in line with national law, PSI global and donor guidelines;
• Alert the Country Representative of any compliance or integrity issues affecting PSI operations;
Ensure that operations staff are on a performance plan with the goal of strengthening the capacity;
• Assist in the identification of related training and/or professional development opportunities;
• Provide ongoing training and coaching to Operations staff, using both on-the-job/spot training and more formal training sessions/workshops to disseminate new policies and procedures and to ensure understanding of and adherence to existing guidelines;
• Assist in developing draft, operational and program budgets for each office;
• Develop relationships with Ministries and Governmental bodies with regards to administrative issues of relevance to PSI;
• Ensure adequate operational resources are available for each office through the development of operations budgets with cash flow forecasts, signing approval as per pre-defined levels, and oversight of budget monitoring, ensuring adherence to donor regulations;
• Participate in organizational planning by representing Operations staff and perspective in regular management meetings as a member of the management team;
• Setup and maintain an organized filing system and establish document control procedures;
• Develop strategies and organize priorities for the substantive department development and growth;
• Monitor and control implementation, review progress, identify constraints and take corrective actions;


Qualifications réquises

• A minimum of 5 years of experience working in international relief or development in procurement, logistics and administration with a company, international NGO, European Commission or the U.N.;
• Demonstrated ability to provide leadership and communicate effectively with team members of varied work styles;
• Demonstrated ability to train, coach and build capacity of staff of varying skill, experience and aptitude levels;
• Demonstrated flexibility and creativity in planning and problem solving;
• Proven ability to learn quickly, take initiative, and be accountable for results;
• Ability to understand the larger picture while remaining focused on the details;
• Proven ability to follow procedures and meet deadlines;
Ability to understand contracting and legal affairs involved with office management;
• Ability to assimilate and analyze information and derive policy-relevant findings;
• Discrete with sound judgment in applying technical expertise to resolve complex or sensitive issues;
• Excellent communication (oral, written and presentational) skills, with language, style and format;
• Ability to defend and explain difficult issues and positions to staff and senior officials;
• Ability to work collaboratively and operate effectively across organizational boundaries;
• Ability to motivate and empower team members;
• Ability to identify key strategic issues, opportunities and potential risks.
