UMCOR (United Methodist Committee on Relief) is a USA based international development agency that provides long-term technical assistance to developing countries. After the January 2010 earthquake, UMCOR intends to help rebuild Haiti focusing its activities in Tabarre, Croix des Bouquets and Port-au-Price in the program sectors of water and sanitation, shelter and livelihoods. UMCOR – Haiti proposes to implement a three year integrated program that targets short-term emergency interventions across its core sectors with a view to transitioning to longer-term sustainable development programs. UMCOR – Haiti works in coordination with national and international agencies based on ongoing needs assessment in consultations with the communities.

UMCOR- Haiti is currently seeking a national Senior Engineer (SE). she/he will be based at UMCOR Haiti’s Port au Prince office.

The Senior Engineer (LM) will be required to work 40 hours per week, with flexible of working hours during the week. The Senior Engineer (LM) will implement UMCOR’s short and long term Shelter and Reconstruction Program in selected field areas of Haiti under guidance of the Shelter and Reconstruction Coordinator (SRC).

Responsibilities:


The Senior Engineer will report directly to the shelter and Reconstruction Coordinator.


The Senior Engineer’s responsibilities will include, but are not limited to:


 Review of documents and other materials prepared by sub-contractors and expert.


 Ensure delivery of technical documentation and compliance with all relevant design codes and standards


 Ensure the developing of designs of sustainable structure using local materials


 Review material used for compliance with BOQ and technical specifications


 Develop site assessments and surveys of construction locations


 Conduct site management of construction activities


 Monitor and assess the work activities of contractors/providers to ensure they are meeting UMCOR and other relevant standards.


 Ensures that contractors/site supervisors comply with their work plans to complete work with specified time frame


 Measure completed work and make recommendations to Shelter and Reconstruction Coordinator (SRC) for progress payment to contractors/providers.


 Maintain diaries and progress reports.

University degree in civil engineering, architecture or construction management.
Must have good knowledge of local suppliers and building contractors.
Must have at least one year experience in working with municipal officials and/or NGO officers.
Must have experience in demolition, rubble removal and quality masonry construction techniques.
Must be able to lay out building construction.
Must have good english language skills.
Must be able to follow directions and work schedules.
