Introduction

Since 2005, IOM Haiti has been implementing counter-trafficking activities and has successfully assisted 651 children VoT in Haiti, restoring them to a normal life. Specifically, IOM’s counter-trafficking activities in Haiti thus far have included: strengthening the counter-trafficking legal framework, by supporting the developing of a counter-trafficking bill by the Haitian Government, currently under consideration by the Senate; strengthening the institutional capacity of immigration, police, judiciary and social workers through counter-trafficking and counter-smuggling training sessions; reinforcing local and international non-governmental organizations’ capacity through training and the provision of technical equipment to facilitate their operations; raising awareness in major source and destination areas and improving (cross-) border management efforts. Throughout its engagement in counter-trafficking in Haiti, IOM has been working in close collaboration with Haitian governmental institutions such as the Institute of Social well being and research, IBESR, and the Brigade for the Protection of Minor, a branch of the National Haitian Police, responsible for minors, as well as with the Ministry of Social Affairs and the Ministry of Women Affairs and Rights.


Fonctions

Building upon IOM’s existing counter-trafficking work in Haiti in the areas of capacity-building and return and reintegration assistance to Victims of Trafficking, VoT, the newly awarded projects, funded by GTIP and UNICEF, seek a Programme Officer.

Under the direct supervision of the Chief of Mission, the International Programme Manager will be responsible for the management of all activities of all counter-trafficking projects awarded to IOM Haiti. Specifically, she/he will have the following Duties and Responsibilities.

1.Writing of reports on all projects’ activities to donors, ensuring timeliness, correct reference to all projects’ objectives and conformity to IOM Data Protection Policy; ensuring donors’ satisfaction and maintaining strong donor relations;

2.Writing of new projects proposals to existing and new donors to ensure the continuum of counter-trafficking operations;

3.Planning, coordinating and supervising all operations in the field, including identification of VoT and their socio-economic reintegration, as well as the research component;

4.Administering and updating of budgets, managing administrative and programmatic responsibilities, ensuring implementation of IOM standards and operating modalities at all times;

5.Directing and supervising the planning of all projects’ activities, in collaboration with the National Project Officers and the Social Workers, to ensure the timely delivery of the projects’ objectives within the length of the programmes;

6.Recruiting all consultants and personnel required for the project and supervising all personnel’s work;

7.Conducting/participating in formal meetings with partner ngos, other agencies working in the counter-trafficking field, counter-trafficking working groups and associations etc. on a regular basis;

8.Developing and maintaining an effective monitoring and evaluation system;

9.Developing or introducing new project objectives when necessary, and collaborating with other IOM Haiti mission programmes to enhance synergies;

10.Perform other duties, depending on needs.


Qualifications réquises

Bachelor Degree (where a university degree has been awarded on completion of three years of study) preferably in social sciences, social studies, development, international relations, public policy or similar.



Conditions particulières

Excellent oral and written communication skills. Commitment to and understanding of human rights and protection services. Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds and in stressful conditions. Familiarity with Haiti and other fragile states and demonstrated ability to work in the region will be a distinct advantage.

Languages

Fluency in English, including presentation and report writing abilities. Good working knowledge of French Creole a distinctive advantage.


Conditions de travail

A minimum of 3 years of professional experience in co-managing and/or operating programs particularly in the area of counter-trafficking and generally in the area of human rights and technical assistanceProven successful experience in leading program implementation and coordinating the work of inter-disciplinary teams of experts. Strong background in program cycle management and strategic planning.
