Introduction

The M&E department is a vital function in CHF Haiti. As it is integrated in every project, each M&E team member is to collaborate very closely with project staff. The primary objective of the M&E department is to run effective monitoring systems and ensure that reports are submitted in a timely manner for every CHF project. The Monitoring and Evaluation Technical Assistant will support the Monitoring and Evaluation Manager in all aspects necessary to ensure that every project monitoring system is operating efficiently.
This position is highly technical and will suit a highly skilled candidate who will be able manage monitoring and coordinate evaluation activities independently and/or under the guidance of the MER Manager.


Fonctions

Summary of key functions:
Direct support to Monitoring and Evaluation Coordinator in running monitoring systems for all projects
1. Regularly supervise the implementation of project monitoring systems
2. Centralize all indicator-related data
3. Train users on how to collect and analyze data. Facilitate in preparation of training materials and organization of training.
4. Over 2 months gain mastery on all aspects of monitoring and evaluation responsibilities within CHF Haiti mission
Main tasks
1. Program monitoring
• Under the supervision of MER manager, assist in writing up monitoring systems for all projects
2. Central repository of indicator data
• Centralize a database of indicators for all projects past and present
• Ensure quality control of data collected: close supervision of data collected by monitoring officers data collected and figures are coherent with those in project team
3. Training
• Train M&E officers in the correct use of data collection tools
• Provide training of trainers to M&E officer so that they can train others on data collection tools
4. Survey management
• Design questionnaires, supervise field data collection and data-entry
5. Evaluations
• Facilitate external evaluation
• Communicate lessons learnt from evaluations to different stakeholders
6. Reporting
• Collaborate with Reporting Assistant to provide indicator data required for reporting
• Contribute to internal M&E reporting


Qualifications réquises

Education
• Masters in Sociology, Social Work, Statistics or Psychology, MBA
• In-depth knowledge of qualitative and quantitative research methodologies
• Knowledge in Logical Framework Analysis and Project Cycle Management
Experience
• Minimum 5 years experience in Monitoring and Evaluation within NGO/UN settings
• Experience in working with USAID-financed projects
• Proven experience in managing field data collection
• Proven experience in collecting data; conducting face-to-face interviews and focus group discussions
• Knowledge in designing and manipulating databases (MS Excel, Sphinx, SPSS)
• Training and facilitation experience
• Ability to analyze both qualitative and quantitative data

• Strong written and verbal French/Creole skills, fluency in English an asset.
