Introduction

1. MAIN PURPOSE OF JOB
The Procurement Officer will support the day to day running of all procurement related functions in the Leogane office including contract management, vendor analysis, external procurements and help in the set up of office supply chains.


Fonctions

DUTIES AND KEY RESPONSIBILITIES

• Undertake the Purchasing function in Leogane as delegated, while ensuring Tearfund’s purchasing systems and procedures are adhered to at all times by the entire staff.
• Ensuring that all procurement trail documentation (RFQs, ITTs, Delivery Notes, Invoices, etc.) submitted by the suppliers/ service providers is available, correctly filed and the information is accurate.
• Ensuring that the procurement team provides the necessary support and advice to projects while providing feedback regarding difficulties and concerns arising in the procurements process.
• Undertake market surveys and vendor analysis to maintain a healthy pool of suppliers and vendors as well as keeping up to date with current market trends
• Regularly Update the Purchase Request Tracking spread sheet making sure that used a feedback tool to the Requestors.
• From time to time provide remote (and whenever possible, physical) assistance to the procurements function in Tom Gato as required.
• Develop and maintain effective working relationships with all parties involved in procurement in each of the field offices and PaP head office in addition to all third party providers i.e. Suppliers and Contractors.

• Ensure procurement activities are carried out in strict adherence to Tearfund procurement guidelines as stipulated in the Program Logistics Manual.
• Carry out duties responsibly and act in a professional manner at all times, especially when managing staff.
• Attempt at all times to maintain Tearfund’s good reputation through the work
• Carry out other relevant/related duties as assigned by the Line Manager.


Qualifications réquises

A bachelor degree in Administration, management or related field.
• Proven procurements and supply chain experience.
• Knowledge and experience in the local marketplace.
• Proven experience in previous work requiring extreme attention to detail and organisation.
• Good computer knowledge especially Excel and word.
• Excellent organisational & administrative skills.
• Good communication skills in English, French & Creole – both spoken and written
• Able to work to deadlines and under pressure.
