Introduction

Given the magnitude of destruction and threat to stability in the aftermath of this unprecedented disaster in Haiti, the United States Government has made immediate emergency relief and support for the Government of Haiti a priority. OTI was asked to contribute toward the reconstruction and stabilization effort and immediately implement programming in close coordination with the USAID/Haiti Mission.


Fonctions

The Monitoring & Evaluation Officer will contribute to the design, management, and implementation of monitoring and evaluation activities for HRI, including all monitoring activities for environmental compliance.

OBJECTIVES AND DUTIES:
The M&E Officer t will perform the following functions but not limited to:
• Works with DAI’s Database Manager to assist in the organization of data sets gathered for HRI performance monitoring and evaluation an M&E database within DAI’s existing Management Information System
• Assist in the design of practical tools and methodologies to assemble data required on a recurrent basis to track program performance
• Undertake field visits to project sites in various communes on a regular basis; this might include up to 50% of field trips to Cap Haitian or other areas as required.
• Take photos of project sites for use in the OTI Activity Database
• Conduct periodic and systematic data collection and analysis of HRI results indicators, in conjunction with relevant HRI staff
• Assist with the preparation of reports on progress on results indicators and assist staff in preparation of other program reports, as needed
• Conduct final evaluations of all activities
• Review schedules and ensure that GM monitoring visits occur on a regular and frequent basis
• Review GM monitoring reports on a weekly basis to ensure quality, consistent reporting
• Ensure that all GM monitoring reports are correctly entered into the OTI Activity database on a regular basis
• Ensure required data sets are collected from relevant HRI staff in a timely manner Participate in providing reports on all environmental compliance measures, as outlined in the Environmental Screening and report Form (ESRF) Procedures Manual
• Ensure the Environmental Mitigation Plan and Report (EMPR) for each activity are attached to each activity and ensure that GMs update the reports as necessary.
• Draft field site visit formats, questionnaires, and other data collection tools that will be used for reporting data conduct audits of the monitoring data in the Activity Database, and ensure accuracy of information on reporting requirements
• Compile and distill lessons learned from monitoring and evaluation reports, site visit reports and report these to HRI Senior Management and the Information Officer
• Other M&E data collection and reporting assignments, as assigned


Qualifications réquises

EDUCATION

University degree in related field or relevant experience.

WORK EXPERIENCE

One to two years experience working in a similar position for an NGO or an international organization is preferred. USAID funded project experience is a clear plus. Must have willingness to travel to project sites in and outside Port-au-Prince. Must also have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours.
