Introduction



The United Nations Office for Project Services (UNOPS) is the largest service provider in the United Nations system, working on behalf of UN departments, IFIs and Governments.



UNOPS has over the years developed a wide range of services able to provide rapid response in complex emergencies. These include initial humanitarian assistance together with complex logistics and procurement, applied baselines surveys and multi-sectoral assessments, as well as emergency preliminary assessments for the design of physical infrastructures for longer-term reconstruction or recovery.



UNOPS Haiti Operations Centre has been working in Haiti for 5 years providing project management, procurement and logistics services for the Haitian Government, other UN agencies and international organizations in communication, governance, and engineering expertise.



The Project – Procurement Officer will be a team member of the UNOPS– Shelter programme which is an initiative from UNOPS HTOC Emergency Response Unit funded by the World Bank, ECHO, ERRF and DFID that aims to provide humanitarian assistance to earthquake affected communities of Haiti through the provision of transitional shelters. The initial programme duration is 6 months and the estimated total budget is US$10M, to be extended after August 2010 with additional funding.






Fonctions

Duties and Responsibilities

S/he shall perform the following specific duties:
1. Provides analytical inputs to elaboration and implementation of operational strategies, focusing on achievement of the following results:
• Full compliance of procurement activities with UN/OPS rules, regulations, policies and strategies; implementation of the effective internal control,
• Analysis and proposals on cost saving and reduction strategies in project;
2. Supports management of procurement processes for project, focusing on achievement of the following results:
• Analysis of information for preparation of procurement plans for the project and monitoring of their implementation in collaboration with direct supervisor and project manager;
• Procures equipment, goods and services at the best value, consistent with UNOPS Financial Regulations, Rules, Policies and requirements as to quality, delivery and reliability of source for activities undertaken for the project. Activities to be performed include organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts, issuing award recommendation securing most advantageous procurement terms and conditions;;
• Preparation and dispatching of Purchase Orders, Contracts, Amendments ensuring that all specifications, terms and conditions are clear and correct in conformity with the internal control system;
• Preparation of submissions to the HQCPC and LCPC, which are submitted by the Procurement Manager.
• Maintains constant liaison with vendors and consignees until safe delivery of goods;
• Provides advice to end users;
3. Ensures implementation of sourcing strategy and procurement tools, focusing on achievement of the following results:
• Development of the rosters of suppliers, quality and performance measurement mechanisms;
4. Ensures facilitation of knowledge building and knowledge sharing in project, focusing on achievement of the following results:
• Participation in the organization of training for the field operations staff on Procurement;
• Conduct Request for Quotations in respect of the Labor based implementation method;
• Liaise with the UNOPS HQ and RO when requisitioning for items to be procured by the UNOPS Panama Office under international procurement;
• On completion of RFQ, raise requisitions for items to be procured locally (Local Purchase Orders – LPOs); obtain clearance and Chart of Account(s) (COA) from PSO, as well as Country Coordinator’s and/or corresponding PM’s final approval;
• Once approval of requisition is obtained, raise/issue PO(s) as per the specifications and requirements stipulated in the requisition. Obtain PSO’s clearance of PO(s) prior to seeking relevant Procurement authorities approval/signature;
• Liaise with contractors and suppliers for local procurement of office supply and equipment, stationary, and construction materials/equipment;
• Liaise with Customs and other Local Authorities for clearance of items purchased through the UNOPS Regional Office;
• Liaise with Insurance Companies to obtain insurance coverage for vehicles procured, as well as handling of insurance claims, where applicable;
• Liaise with the Operations Coordinator with regard to their requests to purchase items under the Shelter Programme;
• Monitoring cumulative amounts for vendors;
• Perform additional tasks as required;

Education/Experience/Language
Academic Qualifications/Experience/Language

• Bachelor’s Degree in Business Administration, Public Administration, Finance, Business Administration, Public Administration, Finance and Economics or any other related field;
• Relevant working experience at the national level in procurement management;
• 3-5 Years of experience is required
• Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web based management systems;
• Previous UN experience, and working knowledge of the UNDP Atlas system, is an advantage.
• Language Requirements: English, French, Creole
