Introduction

The United Nations Office for Project Services (UNOPS) is the largest service provider in the United Nations system, working on behalf of UN departments, IFIs and Governments.

UNOPS has over the years developed a wide range of services able to provide rapid response in complex emergencies. These include initial humanitarian assistance together with complex logistics and procurement, applied baselines surveys and multi-sectoral assessments, as well as emergency preliminary assessments for the design of physical infrastructures for longer-term reconstruction or recovery.

UNOPS Haiti Operations Centre has been working in Haiti for 5 years providing project management, procurement and logistics services for the Haitian Government, other UN agencies and international organizations in communication, governance, and engineering expertise


Fonctions

Duties and Responsibilities

Coordinate the Shelter Projects Department at the warehouse related to any operational task; security- (focal point with Shelter security person), shopping (all purchases under 2500 USD), delivery and reception of material, inventory

S/he shall perform the following specific duties:
• Manages all rented vehicles, heavy machinery and UNOPS vehicles; maintain adequate fuel log sheets, maintenance records, organize the dispatching of all vehicles to the field;
• Coordinate and follow up with the requisitioning process for items to be procured by the Port au Prince Office as well as for those items to be procured by the warehouse- oversee the maintaining of a specific database for tracking of these requisitions;
• Liaise with Central Shelter programme Office and central Logistics Department in Project and Support unit for follow up on all centrally procured items, delivery schedules and receipt of invoices.
• Coordinate the sourcing out of suppliers, obtaining quotations, interacting with suppliers and end-users on the quality/quantity, specifications, delivery time, and warranty coverage of the goods, in accordance with UNOPS Handbook. Assist in the preparation of comparative cost analysis and raising purchase orders for all items under USD$2500
• Liaise with UNOPS/HTOC Logistics specialist, Asset Associate
• Ensure for maintenance of good filing system for incoming and outgoing correspondence regarding procurement, and other relevant records for Warehouse Logistics Unit;
• Ensure record keeping/disbursement of office stationery and other office supplies upon receipt of requisitions, approved by the competent authority;
• Coordinate disposal of inventory as and when required, in accordance with UNOPS rules and regulations;
• Coordinate the maintenance of office equipment inventory in collaboration with the Port au Prince Operations Asset Manager;
• Supervise the distribution of Fuel in the warehouse and maintain the log sheets for all –the warehouse generator, field generators and, forklift operation, Trucks, Cars and Taptaps for Labour.
• Acknowledge goods received are in accordance of specifications given on PO.;
• Arrange transportation of equipment for stores, where applicable;
• Supervise the storekeepers and Forklift operator of the Production unit, to have a close follow up of the material, and an accurate stock reporting to order the material in time.
• Generate RIR’s for all goods received in the warehouse and maintain records.
• Security focal point for Shelter Programme national staff in warehouse.
• Supervise the works of the Logistics assistant
• Assists the Field Coordinator with planning and forecasts of resources based on an analysis of the previous week’s consumption.
• Performs other duties as required;


Qualifications réquises

Required Competencies & Knowledge

Key Competencies
• Fluent in oral and written French and English;
• Proven Strong leadership qualities;
• Flexibility in understanding any kind of assignment;
• Computer literate, thorough knowledge of MS Office and other computer software applications in use;
• Capable of working in a multi-national/cultural environment;
• Reliable and able to work under pressure, with long hours;
• Able to travel to the UNOPS areas of operations;


Education/Experience/Language
• Master’s Degree in Business Administration, Public Administration, Finance and Economics or any other related field;
• A Bachelor’s degree in combination with relevant years of experience may be accepted in lieu of master’s degree.
• Logistics/ Inventory background;
Work Experience
• 7 years minimum experience is required
• Knowledge of UN rules and regulations, particularly UNOPS procurement procedures would be an asset;
