Introduction

The United Nations Office for Project Services (UNOPS) is the largest service provider in the United Nations system, working on behalf of UN departments, IFIs and Governments.

UNOPS has over the years developed a wide range of services able to provide rapid response in complex emergencies. These include initial humanitarian assistance together with complex logistics and procurement, applied baselines surveys and multi-sectoral assessments, as well as emergency preliminary assessments for the design of physical infrastructures for longer-term reconstruction or recovery.

UNOPS Haiti Operations Centre has been working in Haiti for 5 years providing project management, procurement and logistics services for the Haitian Government, other UN agencies and international organizations in communication, governance, and engineering expertise.


Fonctions

Duties and Responsibilities
This is a coordination and liaison position which requires an experienced communications person with the ability to understand the Haitian context when it comes to raising awareness about issues and bringing this awareness directly to the household level. It requires experience in Media and mass communications.

Under the overall supervision of the Programme Manager and daily supervision of the Programme Coordinator, the Community Liaison officer will assist the Programme Coordinator to implement the daily community liaison and outreach activities as well as overall liaison and coordination required for the smooth implementation of this project.

S/he shall perform the following specific duties:
• Help design the community awareness strategy and materials to be used by the Community Mobilizers and direct the imparting of information to affected communities identified by the programme teams.
• Provide assistance for the implementation of all aspects of the community awareness operations in the camps as well daily liaison with local authorities, camp committees, and community members.
• Responsible with liaising with a coordinating with other NGO’s/UN and Media personnel who are working in collaboration with the community mobilization component of the programme.
• Manage the Community Mobilizer teams and provide reports on the progress of the mobilization activities. This includes management of daily wage contracts, payment forecasts and payment documentation of Community Mobilizers.
• Under the direction of the Programme Coordinator, the Community Liaison officer will assist the Programme coordinator for the identification of beneficiaries amongst the IDP communities.
• Conduct trainings and ensure capacity building of community liaison teams before implementation of the census
• Assist the Programme coordinator in the implementation of the awareness and information through close coordination with community liaison teams in the targeted makeshift camps and ensure data is adequately collected
• Notify the Programme coordinator on anticipated delays or any project related issues arises
• Operations management; transportation, security, internal communications, planning and forecasting logistical requirements;
• Replace the Programme Coordinator in the field when needed;
• Assist the Programme Coordinator in checking land ownership/property documentation of selected beneficiaries or selected sites


Qualifications réquises

Required Competencies & Knowledge

Communication Skills
Excellent communication skills and ability to work in a team to achieve organizational goals;
Excellent English, French and Creole skills is mandatory
Prior experience in mass communications and awareness campaigns is an asset.
Prior experience and knowledge of collecting sensitive data in Haitian context.


Education/Experience/Language
Academic Qualifications/Experience/Language

• Master’s degree in Social Sciences, Economics, Business Administration, International Relations, Development Studies or other relevant discipline;
• A Bachelor’s degree in combination with relevant years of experience may be accepted in lieu of master’s degree
• And 5 years relevant professional experience specifically in the field of liaison and communications or related activities
• Experience in liaison and coordination with government agencies is an asset
• Language Requirements: English, French, Creole
