Organization Profile: Created in 1962 through a unique agreement between the Organization of American States (OAS) and the private sector; the Pan American Development Foundation is an independent, non-profit organization 501 (c)(3) that creates public-private partnerships to assist the least advantaged people in Latin America and the Caribbean. Fonctions

Position Summary: Under the direction of the Country Director, the Director of Operations is a senior manager responsible for overseeing all the operational and administrative functions of PADF’s office in Haiti. The incumbent is directly accountable for ensuring that all administration, procurement, grants and contracts management, human resources, logistics, IT, security, and other support functions and systems of PADF’s office in Haiti are compliant with PADF’s policies and procedures, as well as with all donor requirements and standards (including the U.S. Government, the World Bank, the Inter-American Development Bank, the Government of Canada, and the Government of Haiti). The incumbent also reports to, and works in close collaboration with, the Senior Programs Director for the Caribbean at PADF Headquarters on compliance issues and to ensure effective collaboration with the field office.

Qualifications
• Bachelor’s degree in business administration; Master’s degree preferred;
• At least five years of experience in management positions of increasing responsibility with a U.S.-based not-for-profit organization, with sound experience in sub-awards, procurement, human resources, security and communications;
• Excellent working knowledge of USG Contract Administration & Federal Acquisition Regulations – FAR. Good expertise with standard business applications;
• Excellent written and oral communications skills in English, French and Creole; knowledge of Spanish an asset;
• Extensive experience working and managing activities in challenging political and physical environments, specific work experience in Haiti required.

• Excellent interpersonal relationship skills, including demonstrated leadership and team-building with staff and partners at all levels;
• Ability to prioritize, handle multiple tasks and meet deadlines under stressful conditions;
• High level of maturity, good judgment, flexibility and integrity of character;
• Demonstrated ability to elaborate and implement systems and procedures and the ability to effectively communicate these to program/technical staff in order to ensure their compliance;
• Ability to innovate within the framework of donor compliance requirements;
• Comprehensive understanding of how financial and administrative systems support project activities.
• Excellent troubleshooting and problem solving skills.
