Introduction

HelpAge has a Regional Office for the Caribbean in Kingston Jamaica and local partner organisations in a number of countries in the region including Haiti and Dominican Republic. A small programme office was recently established in Port-au-Prince to focus on emergency and DRR work in Haiti.

Following the earthquake in Haiti on 12 January, HelpAge launched an emergency response in Haiti and is committed to extending this into a longer term recovery and rehabilitation programme in support of older people in Haiti.

HelpAge International (HAI) works to ensure that the rights, needs and capabilities of older people are recognised in all emergency programmes.


Fonctions

The HR Manager is responsible for providing an effective and legally compliant HR and administration service to the Haiti officer, advising the senior management team in Haiti on all aspects of HR.

KEY RESPONSIBILITIES:

HR Management

1. Support the recruitment processes and maintain updated job descriptions in coordination with respective line managers.
2. Prepare job adverts and participate in the recruitment and selection processes of job applicants, supporting and advising line managers in the selection exercises.
3. Coordinate induction plans to ensure that staff are aware of HR policies and best practices relating to their employment.
4. Ensure all terms and conditions and HR practices are compliant with Haitian labour law and keep the Country Director informed of any changes.
5. Ensure that all staff are trained, understand and abide by key HelpAge policies – Code Of Conduct, Protection Policy etc.
6. Work with the senior management team to develop HR policies.
7. Ensure that all staff contracts are up-to-date, maintain HR files, leave and sick records.
8. Take the lead in supporting line managers to implement staff performance appraisals and ensure that appropriate training is provided for managers to fulfil this task.
9. Mediate and ensure that disputes between staff and/or between staff and management are resolved in a mature and professional manner.
10. Provide good quality, appropriate and clearly communicated advice to managers on all aspects of HR management policy, practice and legal issues for national staff.
11. Advise senior staff on staff development needs and identify ways of addressing these.
12. Network with HR colleagues in other organisations to share HR best practices.
13. Along with the Finance Manager participate in salary surveys and implement benchmarking exercises to ensure HelpAge is competitive within the market.
14. Liaise with the insurance agent on the administration of the employee medical scheme for national staff.
15. Act as the Haiti intranet content manager for HR e.g. updating the organorgram.
16. Identify the senior management on any staff welfare issue and advise on appropriate actions to be taken.
17. Undertake any other duties as and when necessary and requested by the Programme Manager to fulfill the objectives of HelpAge International’s programme.




Conditions particulières

Essential

1. A detailed understanding, knowledge and experience of HR management.
2. Educated to degree level, with management or HR qualification.
3. Fluency in English language
4. Strong written and verbal communication skills, with the ability to provide clear advice and write and review HR policies
5. Familiarity with Haiti employment law.
6. Proven organization skills with an ability to deliver consistently to deadlines on HR and Admin issues.
7. Ability to analyse and deal with complex administrative matters and confident in dealing with government officials.
8. Strong negotiation skills to liaise with service providers.
9. A self starter able to work on their own initiative.
10. Excellent interpersonal skills with the ability to explain complex issues both verbally and in writing.
11. Good facilitation skills and able to communication with a high degree of cultural awareness and sensitivity.
12. Able to maintain confidential information.
13. Strong IT skills.
14. Fluency in English and Kreyol

Desirable:

Counselling skills
French Language
Previous experience in an NGO setting
