Introduction

Haitian migration is among the most intricate in the Central America and Caribbean region. Since 2019, factors like political unrest, social tensions, widespread insecurity, the COVID-19 pandemic, and the earthquake on August 14,
2021, have hindered Haitians' ability to fulfill their needs and access vital services, leading to irregular migration patterns. Consequently, thousands of Haitians
depart in pursuit of better living conditions, often risking much to migrate irregularly to other nations. To offer sustainable solutions for migrants and returnees in their reintegration in Haiti, IOM works in different projects that involve Government entities and community members in order to facilitate access to social services and reconstruction of the social tissue.

Each project within the unit includes a community aspect aimed at enhancing living standards and ensuring returning migrants and their communities have improved
access to essential services.

Under the overall supervision of the Chief of Mission (CoM), and the direct supervision of the Transition and Reintegration Manager, in coordination with the Head of Sub-Office (HoSO) in Cap-Haitian the selected candidate will serve as team leader for the TR team in Cap Haitian and will support the dialogue with governmental institutions and community representatives and will coordinate the execution of the unit's diverse projects.


Fonctions

Core Functions / Responsibilities:

1. Coordinate and plan the implementation and monitoring of rehabilitation projects
in the field.
2. Support the overall management of the unit's national staff in Cap Haitian
3. Liaise with government authorities and their representatives, community members and leaders for the implementation of infrastructure projects,
4. Verify BOQs (Bill of quantity) for infrastructure projects,
5. Prepare tender documents and ensure that the procedures are carried out in accordance with IOM rules.
6. Make recommendations to the Program Manager regarding the progress of the various projects and the performance of suppliers and verify that the bill of
quantities is respected and that the materials are of specified quality.
7. Provide specialized support and coordination in the preparation and updating of reports, matrices or sitreps, briefing notes and other forms of documentation.
8. Implement a system of daily control of information, purchase requests, and outstanding commitments in coordination with the Project Manager.
9. Contribute to the planning, development, organization, and delivery of capacity building activities targeting the unit staff.
10. Carry out regular site monitoring and carry out monitoring visits to program sites; write reports on these visits to serve as a basis for evaluating the progress of the
work,
11. Coordinate with representatives of government authorities, community members and leaders for the implementation of infrastructure projects,

12. Attend relevant meetings, conferences, workshops, working groups, interagency coordination meetings, and other forums. Undertake duties related to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.
13. Perform any other related duties as required.


Qualifications réquises

Required Qualifications and Experience

Education

• Bachelor's degree or Equivalent or Higher Degree in Civil Engineering, and training in the areas of local engineering concepts and field construction methodologies or any related field from an accredited academic institution with
5 years of relevant professional experience, or.
• High School Degree/Certificate or equivalent with 7 years of relevant experience in the field above.

Experience

• Liaison experience with governmental authorities, national/international institutions, United Nations agencies, and non-governmental organizations.
• Experience in liaising communities and their representatives (CASEC, ASEC, etc).
• Experience in rehabilitation of infrastructures.
• Experience in project management and project implementation planning and deploying resources.
• Experience in team management and human resources procedures.
• Experience in working with migrants, refugees, internally displaced persons, other vulnerable groups.
• Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage.

Skills
• In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization.
• Knowledge of UN and bilateral donor programming, as well as financial rules and regulations.
• Advance knowledge of Microsoft (Excel, PPT, Word), advance knowledge of AutoCAD SketchUp, and the production of construction drawings;
• Excellent interpersonal communication skills;
• Ability to work diplomatically, with empathy and tact. Sensitivity and the ability to work with people from different backgrounds are essential skills.
• Knowledge of the wide range of migration-related areas covered by the Organization
• Knowledge of financial rules and regulations.
• Ability to work with minimal supervision
• Ability to meet deadlines.
• Good negotiation and problem-solving skills, good organization and good writing skills.

For this position, fluency in English, French and Creole is required (oral and written).
