About LACRO: The Latin American and Caribbean Regional Office (LACRO) is located in Guatemala City, Guatemala. The region is made up of five country programs (CPs) in Haiti, Guatemala, El Salvador, Honduras and Nicaragua and has one program office in Mexico. In addition, LACRO manages three regional platforms called EMPOWER, Peacebuilding, and Water Smart Agriculture (WSA). The main areas of technical expertise for the region include Agriculture, Emergency Response, Peacebuilding, Education and Youth Development.

II. Role and Responsibilities:
You will provide technical advice, guidance, and support to a wide range of operational design and implementation issues with a focus on the following areas:

Insight Job Responsibilities:
• In coordination with GSCM and the RFO, manage the improvement processes for the Oracle Insight Supply Chain and Finance modules to make sure that all staff can deliver on technical, functional, and training deadlines, and that all roll-out activities are well coordinated.
• Organize onsite and remote trainings or refreshers for the field staff as needed for both Finance and GSCM in coordination with the RFO.
• Develop a super users’ strategy to ensure that all Country Programs are sufficiently supported for the correct usage of the system.
• Develop and maintain a strong working relationship with application end-users and management to continuously improve their user experience.
• Provide ongoing support for the technical aspects of Insight related to Supply Chain and Finance/ in coordination with the RFO including incident resolution.
Supply Chain Responsibilities:
• Represent LACRO in the different Global Supply Chain meetings including teams from STAR, S&P, Fleet, etc.
• Lead the Community of Practice meetings to share experiences, best practices and foster regional collaboration between supply chain teams.
• Coordinate any support requirements from the countries with the different Global Supply Chain teams and follow up until a solution is available.
• Coordinate and ensure compliance with the different Supply Chain policies and requirements for the country programs in the region.
Regional Information Management Job Responsibilities:
• Serve as a liaison between the region and GKIM teams to ensure the correct and on-time implementation of the agency's technological standards, follow the appropriate processes, coordinate support and follow-up of the global teams for the needs of the region, attend the different global ICT/ICT4D meetings to represent the region as the RIM.
• Provide strategic guidance, planning (including budgets), oversight, and advice to ensure the regional ICT portfolio and regional and CP ICT system operations and service delivery are aligned with CRS’ global ICT strategy and objectives, meet local operational and programmatic needs, and follow global CRS ICT standards.
• Partner with program leaders and Global Knowledge Information Management (GKIM) to provide leadership for the alignment, integration, maintenance, and support of ICT4D solutions in program implementation. Enhance staff understanding of the use and benefits to improve program effectiveness.
• Ensure ICT staff actively engage in knowledge capture and exchange and have the skills and capacity to support CRS programs and ICT4D solutions, leverage global ICT policies, procedures, standards, tools and best practices, and provide efficient and quality service to end users.
• Lead internal knowledge exchange and experience sharing through ICT/ICT4D to stay abreast of technology advances and trends; exchange knowledge to contribute to setting global ICT objectives, policies and standards; and build the agency capacity in the ICT/ICT4D area.
• Provide support in coordination with the ICT officers in the region to any applications developed to support different processes in the countries through Powerautomate, Powerapps, Sharepoint or any other available tools from the agency.

III. Background, Experience & Requirements:
Education and Experience
• Master’s degree in supply chain management, Information Systems, Business Administration, or International Development required.
• Minimum of five years relevant international working experience in an advisory or management role with progressive responsibilities, ideally with an international NGO, with a minimum of 5 years implementing and/or supporting Finance and Supply Chain ERP applications, preferably Oracle. 5+ years managing a systems process change.
• Experience with Finance and Supply Chain business processes within Non- Governmental Organizations preferred.
• Experience in mentoring, coaching, facilitation, and training applying adult learning principles and practices.
• Previous experience providing technical assistance.
• Demonstrated application of technical principles and concepts in Supply chain, ICT, Finance. General knowledge of other related disciplines to ensure a proper cross-sectoral approach.
• Strong experience in the CRS Supply Chain Insight Modules is preferred.
• Working knowledge of SharePoint.
• Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, and knowledge-sharing networks.

Conditions particulières

Required Languages: Proficiency in both English and Spanish is required. Knowledge of French is desirable.

Travel Required: 50% of travel to the countries in the region.

Supervisory Responsibilities: LACRO Operations Officer, Platform/BD/Regional
Internal: LACRO Country Program supply chain managers, finance managers, and ICT managers/officers. HQ Supply chain management teams, Insight implementation teams, GKIM teams
External: Service providers related to any of the areas under the scope of the position, LACRO implementing partners.
